  1. ETHEKWINI MUNICPALITY(2004-11-01) Mainstreaming HIV and AIDS Within Departments

  2. Introduction • The eThekwini IDP has prioritised AIDS, Employment and Crime and this is clearly sated in the IDP. • Mainstreaming HIV and AIDS within Departments is one of the outcomes located in the IDP and is located among the Health Department Deliverables.

  3. Progress • A series of intensive and activities have been undertaken with a view to creating an environment which will be conducive to Mainstreaming HIV and AIDS within Departments.

  4. Establishment of Forum / Structure • An Inter-Departmental AIDS Forum (IDAFO) was established as a vehicle for mainstreaming. • The members of IDAFO are AIDS Champions who were identified by the Heads of Departments. • There are monthly meetings to share information and experiences.

  5. Organogram • The eThekwini Council approved the AIDS Programme organogram. This is in line with inter-sectoral approach in the fight against HIV and AIDS. • This greatly assists in facilitating and sustaining Mainstreaming of HIV & AIDS.

Capacity BuildingHIV & AIDS Workshop • The IDAFO members were offered a two and half days workshop. • The first two days were on basic HIV & AIDS information, attitudes, healthy and positive living and the role of ARV’s. • The half a day was on the role of ARV’s in the management of HIV infection.

  8. Departmental 18 months HIV and AIDS Plans • The City Manager has instructed all Departments to develop 18 months plans. These plans have to detail activities each Department will implement in the fight against HIV and AIDS. • Each plan must be clear and the milestones/ outcomes at each period should be reflected. The Departments have to work on the budget for the activities so that this is considered in the next year’s budget. • This process is being overseen by the Health Department. To assist members to understand what was needed, the Health Department had a briefing session with members to share the Health Department plan as an example of what each Department needs to do. • It was stressed that they had to continue with their core business but integrate HIV and AIDS within what the Departments were currently doing. The 18 months plans, once developed will be signed off by the City Manager and will form part of each Departmental Heads Performance Contract.

  9. Workshop on Mainstreaming HIV & AIDS Within Departments • S.A. Cities Network facilitated a one day workshop on Mainstreaming HIV & AIDS within Departments for IDAFO members. • This workshop was mainly aimed at: • Stressing the need and the value of an intersectoral approach in the fight against HIV & AIDS. • Making everyone aware of what Mainstreaming is and what it was not. • How Departments can identify their comparative advantages and use this to Mainstream HIV & AIDS.

  10. Current Status • IDAFO members are currently working with their Heads of Departments to develop the 18 months HIV & AIDS Plans. • The Health Department will continue to support all Departments with skills, information, resources and technical support.

  11. Lessons Learnt • When this process was initiated, it seemed a simple task. • Wrong assumptions were made that: • Everyone by now has enough information and knowledge on HIV & AIDS. • Mainstreaming HIV & AIDS within each Department was simple to understand then do. • Commitment by the Heads and support for the process was given. • There is a need to support the process by: • Identifying information and skills needed by each Departmental representative / AIDS Champions. This motivates one to engage in the process after being empowered. • Ensuring that all Departments have the common understanding of the process. The members will feel that they are not alone and the group spirit and cohesion is enhanced and entrenched. • Assuring members of ongoing support. This commitment becomes a pillar of strength for everyone to venture into untested ground. • All this needs to be supported through a directive and a commitment by the City Manager and Senior Management.
