TE-25 Group 3 Planning Considerations Coalition Task Force Peace Enforcement Operation • Mission: Plan Central African Republic (CAR) Peace Enforcement (PEO) Combined Task Force (CTF) • At request of CAR government and as authorized by UN Security Council: • Plan Peace Enforcement Mission in CAR to separate belligerents, protect civilians and set conditions for a follow-on UN PKO Mission • GBR-led force, GBR Force Commander • USMC provides US ground forces • CTF Force staging locations and force headquarters: based on plan • Options are: • Lagos / Abuja, Nigeria Yaounde, Cameroon • N’Djamena, Chad At sea • Troop Contributing Countries will transport troops to selected staging area • Execute mission by 20 July 2014 • Handover to MINUSCA 15 Sept 2014, Fully transition ops by 31 October 2014 • Requests for Forces allowed once approved by MPAT Secretariat

TE-25 Group 4 Planning Considerations Multinational Noncombatant Evacuation Operations (NEO) Support: CAR • Mission: Plan Support/Security for UN-requested NEO to include: • Secure airfields and major roadways in CAR from outlying regions to Bangui for NEO by UN / NGO assets; • Be prepared to escort UN/NGO NEO convoys to Bangui (non-permissive). • NEO at request of UN, consent of CAR government • Potential use of armed escorts approved by DSRSG RC/HC • AUS-led force, AUS Force Commander • NEO must coordinated with FRA Forces, African Union, European Union Forces: • Operation Sangari, MISCA and EUFOR RCA are NOT part of NEO • NEO Support Forces Staging Area: based on plan • TCCs will transport troops to selected staging area • Evacuees include UN & voluntary humanitarian workers (Total490 personnel) • Sources of evacuees / areas to be secured: • Bossangoa, OuhamPendé Province, CAR • Bouar, Nana-Mambéré Province, CAR • Kaga-Bandoro, Nana-Gribizi Province, CAR • Ndele, Bamingui-Bangoran Province, CAR • Destination: Bangui, CAR • Execute mission 25 June – 10 July 2014

TE-25 Group 5 Planning Considerations Group 5 – Malaysian Armed Forces NEO of MYS Citizens • Mission: Plan NEO by Malaysian Armed Forces to evacuate 120 PETRONAS workers from 3 Eastern Provinces and City of Bangui, CAR to Nairobi, Kenya • Evacuees: 120 PETRONAS workers • Sources of evacuees: • Bangui CAR (60 pax)(permissive) • Birao, Vakaga Province, CAR (20 pax)(non permissive) • Yalinga, Haute-Kotto Province, CAR (20 pax)(non permissive) • Obo, Haute-Mbomou Province, CAR (20 pax)(non permissive) • Destination: Nairobi, KEN, then to MYS via chartered Malaysian Airlines flight • Violence in Bangui, instability encroaching into eastern CAR, MYS Citizens in danger • MYS Government orders NEO, CAR government consents to operation • KEN officials agree to waive CAR Exit Visa requirements • Coordination with Petronasto notify Petronasworkers in CAR on evacuation plans • Malaysian Armed Forces (MAF) only, mixed services • MAF-Led, CAR NEO Mission • NEO Forces for planning: MAF based on plan • NEO Forces Staging Area: based on plan • MYS will transport troops to selected staging area • Rainy season, many roadways in east impassable • Execute mission NLT 10 July

TE-25 Group 5 Planning Considerations Group 5 – Malaysian Armed Forces NEO of MYS Citizens Asset Available for Planning • Based upon current MAF assets: • Planners shall determine what assets are needed to accomplish the mission; and • Submit Requests for Forces to MAF HQ (Role Played by MPAT Secretariat) for approval.
