  1. Storm Surge Warning Team Update to 2009 NOAA Hurricane Conference

  2. Team Vision and Mission • TEAM VISION: The implementation of a new tropical cyclone storm surge warning. This warning would be issued in a collaborative manner between WFOs and NHC. • TEAM MISSION: The team will provide a recommendation for an experimental storm surge warning that is agreeable to primary partners and users. The warning will first be issued on an experimental/NWS-internal-use-only basis using necessary collaborative tools.

  3. Reasons for a Tropical Cyclone Storm Surge Warning • Current criteria for TC watches and warnings is wind-based. • Significant coastal flooding can occur at distances outside of current TC watches/warnings. Example is Ike: Flooding along Texas coast well in advance of Ike, also significant water rises along central Gulf coast. • WMO has recommended it. • Environment Canada is doing it. • FEMA Director has endorsed.

  4. Team is Seeking Feedback for Effective Storm Surge Warning REQUIREMENTS • Team members have solicited feedback from selected users (emergency managers, emergency planners, local government leaders, media, etc.). • Team is looking for Social Science inputs from general public through a UCAR study entitled “Examining the Hurricane Warning System: Content, Channels, and Comprehension”.

Team’s Very Early Concept of Storm Surge Warning Criteria • Polygon-based (aerial coverage, not limited to immediate coastline) • SLOSH-based • Issued with probability (X) for exceeding (Y) feet of inundation over (Z) percent of the polygon. Team recognizes that issuance criteria may not be uniform across WFOs • Development outside of AWIPS for now

  6. Team Recommendation to Conference: • Team would like Conference endorsement to continue into 2010, to initiate Operations and Services Improvement Process (OSIP) towards an experimental storm surge warning. • Team will remain in close contact with NOAA Storm Surge Team and Storm Surge Roadmap.
