What is AFCAP? • AFCAP is a UK government (DFID) funded research programme • AFCAP is undertaking research and knowledge dissemination to promote safer and more sustainable access for rural communities in Africa • AFCAP has a budget of about $15 million over 5 years • AFCAP implementation started in June 2008 • Mozambique, Malawi, South Africa, Kenya, Ghana and Ethiopia pre-selected for participation • Also working with regional organisations.

  4. Institutional Constraints • Lack of clear national policies for rural transport • Inadequate management capacity in road agencies and shortage of experienced technicians • Inadequate funds – or weak economic justification • Undeveloped local contracting capacity • Lack of transport services.
