What is AFCAP? • AFCAP is a UK government (DFID) funded research programme • AFCAP is undertaking research and knowledge dissemination to promote safer and more sustainable access for rural communities in Africa • AFCAP has a budget of about $15 million over 5 years • AFCAP implementation started in June 2008 • Mozambique, Malawi, South Africa, Kenya, Ghana and Ethiopia pre-selected for participation • Also working with regional organisations.

  4. Institutional Constraints • Lack of clear national policies for rural transport • Inadequate management capacity in road agencies and shortage of experienced technicians • Inadequate funds – or weak economic justification • Undeveloped local contracting capacity • Lack of transport services.

Management Arrangements • Crown Agents Core Management Group • Programme Manager, Technical Manager, CA office support. • Participating countries/organisations identify projects for AFCAP funding • Crown Agents acts as procurement agent and client for service providers • Service providers report to local partners.

  7. AFCAP Four Way Test Does the project have strong local ownership? Does the project include mainly research or knowledge dissemination? Will the project contribute to sustainable improvements to rural transport? Will the project contribute to building national or regional capacity?
