The HTS has 3 Parts • 1. People • Roadway users (Walking, running, driving or riding in a vehicle)
2. Vehicles Vehicles • There is a wide range of vehicles. • Small – with little protection • Large trucks weighing many tons
3. Roadways Roadways vary from dirt roads to expressways and everything in-between. • Some roads are flat, some are hilly, some have sharp turns. • Weather conditions, traction conditions & visibility can become major problems

Regulating the HTS • Good, safe drivers are the most important part of the HTS. • States grant drivers the privilege of driving on the roads by issuing a drivers License. • You must pass a written test, vision test and a road test. • The written test consists of signs and true & false or multiple choice questions.
Road Test • The road test is about 15 minutes long. • You will be asked to make 4 or 5 left turns, 4 or 5 right turns, stop correctly for 4 or 5 stop signs. • You will park on a hill, back the car straight back about 50 feet, and back around a corner. • You will go correctly thru a couple of intersections with traffic lights. • You must obey all signs, controls and rights-of-way and demonstrate your ability to drive safely. • Parallel parking and expressway driving are NOT on the driving test.
Regulating the HTS • Federal, state and local governments help to regulate the HTS. • National Defense Highway System set up our Interstate System- set traffic guidelines • Vehicle Code-federal/state laws • Police enforce the laws in the Vehicle Code. • Courts decided about guilty or innocent.
Your Driving Task • The Driving Task includes social, physical, and mental skills needed to drive. • Social – interact with others (Courteous) • Physical – using hands and feet. • Mental – decision making - most important

Your Driving Responsibilities • Driving is a privilege – not a right. • It is based on the assumption that you will be a responsible driver and obey all traffic laws. • Have a good attitude – avoid road rage, showing off, and negative peer pressure • Teens bad drivers? No just inexperienced.
Financial Responsibility • Fuel costs • Maintenance • Insurance • You are financially responsible by law for any damage or injuries that you cause.
Your Driver’s License • Graduated Driver License Program • Permit - 15 years old, have the permit for nine (9) months, get 50 hours of driving with Mom or Dad. ( 10 at night) • Intermediate License – no cell phone (18 & under), 1 friend in car for first year, Night time driving restrictions. • Full License - some restrictions like no alcohol. No violations.
Implied Consent Program – When you get your driver’s license, you are agreeing to take an alcohol test on request. • Organ donor Program – please consider this and discuss with your family.
Learning to Drive • Learning to drive is a continuous process. • Good drivers never stop learning. • Focus on driving not your friends.
Cooperative Test Program • To take the test with your driving teacher you must: • Get an A or B in the classroom.(85%) • Get an A or B in the car. • Attendance and “tardies”. • BTW teacher feels you are ready.
