  3. Digital Economy Definition Digital economy is defined as an economy that focuses on digital technologies, i.e. it is based on digital and computing technologies. It essentially covers all business, economic, social, cultural etc. activities that are supported by the web and other digital communication technologies. Now it is integrated into every aspect of the user’s life – health care, education, banking, entertainment etc.

  4. Prime Aim The prime aim of this Presentation is to highlight the Challenges in percolating the Information Revolution to the rural masses. We will disseminate the significance of Digital Economy – The Space for Science and Technology Information in regional language for popularizing the salient features of this wonderful International Conference aiming at the Producers of Science and Technology to connect and communicate directly with the consumers of information facing the challenges related to Information Quality, Techno-Ethical Issues, Regulating the Science and Technology flow etc.

  5. Significance of I.C.T. Information and Communication Technologies (ICTs) can help governments and the public sector to deal with the challenges of economic, social and environmental development and contribute to boosting economic growth and innovation. However, driving good governance with appropriate change management strategies, state-of-art technology and robust public private partnership models are the key to success or failures of e-Government initiatives.

  6. Language Plays a vital Role M.T.S. Academy – Rainbow HRD NGO of Chennai in Tamil Nadu State with a vision of Transformation of Human Resources into Human Capital for Nation Building following the principles of Thiruvalluvar a Divine Poet for Promoting Art and Science as the two eyes of Human Being. We are translating his ideas into action for more than 34 years. Language is a part of Art and one of the tools of communication in which Regional Language plays a major role. Language is a vehicle for our thoughts and views.

AriviyalPoonga-Science Park We have organized more than 20 Workshops on Science Writing/Journalism in Tamil Nadu State and given training to Science Graduates on the various formats of Science Communication to utilize in different media according to the audience. More than 2000 young graduates were benefitted through this. The articles on Science and Technology developed by them in the workshop were ventilated in most of the media in Tamil Nadu. However to give more opportunity to all the trained youth periodically we initiated to bring out a Quarterly Science Journal AriviyalPoonga – Science Park and publishing the same for the past 15 years with great difficulties

  9. 1.E- Seva Centres The Government of India has launched the National e-Governance Plan (NeGP), which is perhaps the biggest initiative launched in the country towards usage of ICT in  governance. Conflux 2005 discussed in detail about the roadmap of NeGP, the implementation plan, possible impact and ways to take the message of NeGP agenda to a  much wider and deeper level within the Government system. The conference requested the State governments to discuss their NeGP action plans, time-lines and potential areas of  collaboration with industry, civil society and within the Government. Keeping in view of this many E-SeveCentres were launched in Tamil Nadu State which are serving very well so far.

Sustainable Connectivities • Some of the existing E-SevaCentres are not working due to the lack of un-interrupted internet connectivity. • E-SevaCentres are to be available in each and every village so to reach the unreached to percolate the Information Revolution to the rural people at the gross-root level. • Computers in the ESCs should be maintained periodically to serve the people without fail. • Effective Execution and Monitoring should be essential for the percolation of all the latest information revolution to the rural people.

KRCs should be available at least one in a village • Knowledge Resource Centre are to be available in each every village for disseminating latest developments in the science and technology. • A digital library should be available in that KRC for serving the rural to enhance, enrich and empower them. • Effective Communicators should be there to explain the details to the people in rural areas in their local dialects to reach them well. • Updation of information should be done time to time to cater the same to the rural people.

  12. 4. Ensuring Safety, Security and Smartness of Digital data of Common Citizens Information Communication and Technology (ICT) can greatly improve the quality of life of rural population. However, technology and computing solutions for rural masses need to take in consideration the challenges of low spending capacity of people, inadequate power supply  and lack of general IT skills in such regions. Introduction of cheap and robust computer  devices and deployment of rural IT infrastructure are the key requirements to give  computing a fillip in those regions.

Role of Media in the dissemination of Information Revolution MEDIA • Traditional – Folk Arts like Folk Music, Puppet Show, VilluPaattu, PoykkalKuthirai etc. • Print – Daily, Weekly, Fortnightly, Monthly, Quarterly, Half-Yearly, Annuals and Special Issues like Silver, Golden, Diamond, Platinum Jubilees and Centenary Celebrations. • Electronic- Radio, Television, Web-Media, Social Media

  14. 5a E- Panchayat The success of National e-Government Plan of India largely depends on IT capacity building  and enhancement of absorptive ability of personnel working at the Panchayat level. A  strategic framework to bridge this access divide at grass root level has been prepared by the  Ministry of Panchayati Raj, Government of India. A right implementation will help Panchayati Raj Institutions (PRIs) leap frog traditional problems of developments like poverty,  illiteracy, corruption, disease, unemployment and social inequalities.

  17. 8. Contributions of Information Revolution for the development of Rural Economy. Most developing nations of the world, including India, thrive on an agrarian economy. Thus agriculture forms the mainstay of a large section of people living in these countries. Very  often, farmers lose out on getting good yields due to lack of on-time information and proper  scientific knowledge that is critical to agricultural output. ICT has a tremendous potential of  delivering such crucial information to farmers and help them learn new agricultural  practices coming out of labs. This can revolutionise the way farming has traditionally been  done and spearhead the economies that depend on it. We have to take adequate efforts to bring together the government officials, scientists, IT experts and grass  root practioners to share ideas, expertise and knowledge in applying ICT for agriculture.

  18. 9. Impact of Information Revolution for achieving the Quality Life Effective health systems needs two basic requirements to be fulfilled. One is appropriate  services and information for people and the other being service and information accessibility.  Information has a crucial role in health domain as it generates awareness and leads to better decision-making, better service provision and greater outreach of services. ICT has increasingly become more specialised in information management and dissemination and it is  this, which makes it indispensable for all development efforts, including public health. For achieving the quality life we have to bring together the leading government and non-government organisations in this area.

Transformation of Rural Views to Global outlook through Information Revolution. • GSAT-11–the heaviest and most-advanced high throughput communication satellite launched by the Indian Space Research Organisation so far–will boost the broadband connectivity to rural and inaccessible Gram Panchayats in the country, thus giving a shot in the arm to various e-governance initiatives being run under the Digital India programme. • “GSAT-11 will boost the broadband connectivity to rural and inaccessible Gram Panchayats in the country coming under the Bharat Net Project, which is part of Digital India Programme,” ISRO Chairman Dr K Sivan said. • The Bharat Net Project aims to enhance the public welfare schemes like e-banking, e-health and e-governance, among others. • The above proclamation of ISRO will certainly transform the Rural View to Global through Information Revolution.
