  1. Kirklees Energy Management Toolbox David Thorpe / Tom Tolputt Design & Property Service Energy Unit

  2. Introduction • Our Aims • Kirklees Energy Management Toolbox Overview • 3-in-1 Energy Surveys • Intelligent Metering • Building Energy Management System Upgrades • Centralised Billing • Website • Future Plans • How can you help?

  3. Our Aims • Implement legislation • Contribute to a Low-Carbon Council • Get best value from energy services • Be an exemplar for energy management

  4. Building Energy Management Systems What is a Building Energy Management System (BEMS)? • Heating • Hot Water • Ventilation • Timing, temperature, zones, alarms

  5. A Trend IQ3 Building Energy Management System Inputs Analogue Temperature Pressure Humidity Digital Run / fault Pulsed Meters Outputs Logs Modulating or on/off valves Alarms PID Times maths Time control for boilers logic

  6. What’s involved in the project? • £650k commitment • 140 sites upgrading to IP communication • Replacing obsolete IQ1 controllers • Improving software strategy • Building in scope for expansion

  7. What are the benefits? • Maintain / improve past benefits • Accurate and reliable communication • Wider access for clients (Web) • Supports Intelligent Metering • Supports management of approximately £4 million of energy use

  8. Kirklees 3-in-1 Energy Surveys • What is a 3-in-1 Energy Survey? A Complete, fully inclusive Energy Survey for a Public Building • Energy Investments • Display Energy Certificate (legislation) • Building Energy Profiling

  9. 1. Energy Investments Identify new energy investment opportunities • Building Fabric • Building Services • Ancillary Equipment Make the most of past investments • Good Practices by Building Occupants • Maintenance and Fine Tuning

  10. 2. Display Energy Certificate

  11. What use is a Display Energy Certificate to building users? • Provides the building with • Legislative compliance – Display Energy Certificate and Advisory Report • Clear Performance Feedback • Year on Year Improvement • Accountability to the Public • Benchmark with Other Buildings

  12. 3. Building Profiling

  13. What is Intelligent Metering? Intelligent Metering is collection of a number of concepts: • AMR – Automatic Meter Reading • The means to remotely communicate to a Intelligent meter and retrieve recorded meter data using proprietary communication media. • AM&T – Automatic Monitoring and Targeting • The ability to evaluate and set the energy profile requirement of a building and monitor actual consumed energy against the determined profile. • Demand Management • The process of linking the aM&T system with data from a Building Energy Management System (BEMS) to achieve intelligent reporting on a building’s energy and water consumption

  14. Intelligent Metering: The whole picture

  15. Intelligent Metering reports • Provide: • ‘Real-time’ reporting • Clear building profile based on: • Past 4 weeks data • Normalised profile based on site survey results • Graph and table of energy or water consumption • Profile trace and alert levels • Indication of areas outside tolerance • Information on the potential Cost and Carbon Dioxide savings over the year

  16. Example Reports

  17. Understanding aMR Consumption Cost Day usage Night usage Half-hourly values

  18. Good aMR Profile Good, consistent profile Small base load

  19. Poor aMR Profile Irregularusage Very large base load

  20. Understanding aM&T Alert limits Target usage Control limits

  21. Good aM&T Profile Usage is mostly within limits

  22. Poor aM&T Profile Frequent, excessive usage

  23. Daily Analysis Report

  24. Demand Management Reports

  25. What is happening in Kirklees • Initial roll-out to 100 buildings including Offices, Schools, Leisure Centres and Town Halls • Upgrade of Electricity, Gas and Water Meters and enabling works from September 2008 to October 2009 • Installation of equipment to begin in October 2009

  26. What Benefits Will Intelligent Metering Provide? • Provision of half hourly data for gas, water and electricity • Proactive energy management, based on ‘real-time’ data • Automatic daily profiling of building energy requirements • Reliable and accurate billing for consumed energy, reducing the ‘estimated’ bills in the conventional billing service

  27. What Benefits Will Intelligent Metering Provide? • Reduction of electricity, gas and water usage, costs and CO2 • Greater purchasing flexibility through accurate procurement forecasting • Compliance with legislation and Carbon forecasting for the Carbon Reduction Commitment • Helps to maintain a sustainable environment for our community through reduced carbon dioxide emissions

  28. What is Centralised Billing? Utility Bills come to Central Point and checked for: • Accuracy • Continuous readings and dates • Correct tariffs • Reduced estimates • Identify increased usage / seasonal usage

  29. What are the benefits? • Improved accuracy in billing • Energy cost savings • Reduced admin costs • Improve tendering / procurement process • Support centralised payment (future)

  30. Future Plans • Energy Awareness Raising – supporting the Environment Unit • Supporting design teams • Continually improve BEMS • Further roll out of Intelligent Metering

  31. Energy Management Toolbox CRC Support Intelligent Metering Web site Building Energy Management Systems Centralised Billing Energy Surveys Design Guidance Awareness Raising

  32. How can you help? • Turn off lights • Turn off computers and monitors • Turn off the tap • Don’t open windows when the radiators are on (turn down the radiator instead!) • Remind others to do these things too!
