Zero Waste in Practical Terms • Zero waste is a design principle • Uses a “whole system” approach, recognizing that one man’s trash is another’s treasure • Goes beyond recycling • Provides sustainable alternatives to waste disposal (reduce, reuse & recycle) • Broadens responsibility for the solutions

  4. How Does Zero Waste Affect the Military and ADC Communities? • Executive Order 13514 sets sustainability goals for Federal Agencies • Requires Federal Agencies to reduce waste generation rates by 50% by 2015 • United Nations Urban Environmental Accord • Goal of Zero Waste worldwide by 2040

  5. What Does it Mean? • Goal > Plans > Actions • Ask for Zero Waste (Plans, Contracts, etc.) • Goal in Sustainability, Climate Change, or Energy Plans • Engage Community • All Organizations & Materials Experts • Zero Waste Events • Challenges/Outreach (LA, Austin, Cal State Chico) • Measure and Report Progress

DoD: Army Net Zero • Pilots selected in 2011 • 5 Net Zero Energy + 5 Net Zero Waste +5 Net Zero Water Installations • One that is all three by 2020 • Net Zero Waste Sites • Fort Hood, TX; Fort Hunter Liggett, CA; Fort Polk, LA; Joint Base Lewis-McChord, WA and U.S. Army Garrison, Germany • Net Zero Installations • Fort Bliss, TX • Fort Carson, CO

Zero Waste DoD/Community Actions • Vandenberg Air Force Base – Santa Barbara Co. – 92% diversion / food waste & shared drop-off • Camp Pendleton/City of Oceanside • Dodd Leadership > City Zero Waste Goal • Navy Region SW/San Diego • Deconstruction by original builders • Closed loop recycling – AFFF Bottles > Fence Slats, Plastic • Joint waste sort at Navy landfill

Zero Waste Events • Vendors – All reusable, compostable or recyclable • Mobile dishwashing stations • Paper/compostable food service • No plastic bottles or straws • Pre-approved service ware vendors • Reduce printed materials • Compost paper towels • Real sugar bowls & creamer pitchers • Clear Signage > Sorting Stations • Many events +90% recycling & composting

  9. Zero Waste Project in Guam • In 2011, GovGuam awarded a contract to Matrix Design Group to develop a Zero Waste Plan • Guam faces some very significant solid waste management issues…can Zero Waste help solve those issues?

Guam Basic Information • Land area: 209 Square Miles • Population: 159,358 • GDP: $2.82 Million • U.S. Military Build-up Plans: Population surge of ~40,000 peaking within the next 8 years. • Waste Disposal Options • One municipal solid waste landfill • Three Hard Fills (C&D and yard waste only) • Closest hazardous waste landfill over 5500 miles away! • Waste incineration prohibited by law on the island of Guam
