The building license 建筑许可证 • Possibilities to challenge the decision to grant/refuse a license in court? • 存在向法院就建筑许可证发放或拒绝决定提出质疑的可能性 • The municipal government is obliged to grant a license if the building plan meets the requirements.在建筑规划申请符合要求时，市政府必须发放建筑许可证 • In case of a granted license, people with a specific interest are allowed to challenge the decision. • 对于已经发放过的建筑许可证，有特殊利益的群众可以提出质疑 • In case of a refusal, the applicant is allowed to do so. • 在建筑许可证被拒绝的情况下，允许申请人提出申诉
