Background/Status • The National Institutes for Standards and Technology withdrew the Federal Information Processing Standards (FIPS) Publication 10-4, “Countries, Dependencies, Areas of Special Sovereignty, and their Principal Administrative Divisions” in September 2008. • The DoD IT Standards Committee allowed use of FIPS 10-4 until December 31, 2012. • DoD adopted International Organization for Standardization (ISO) 3166-1 as the replacement for FIPS 10-4. • DoD has directed complete transition from FIPS 10-4 to ISO 3166-1 by September 30, 2012. • Quarterly reports (future requirement). 2

PDC 474 – Part I • Within DoDAAD MAPAD replace current “pseudo” ISO codes with “locally assigned ISO codes” • Locally assigned two character series are: AA, QM to QZ, XA to XZ, and ZZ. • Locally assigned three character series are: AAA to AAZ, QMA to QZZ, XAA to XZZ, and ZZA to ZZZ and the series of numbers 900 to 999. • DoD must inform ISO 3166 when codes are used. • Migrate country codes used in the DLMS clear text addressing from MILS codes to ISO 3166-1. 3

PDC 474 – Part II • DoDAAD/MAPAD enhancements: • Add a fifth line to the address • Add the country name in the last line of the address • Update the country code table with a flag for international addresses that require the zip code to precede the city name • According to ISO, ISO 3166-1 codes should not be used for postage addressing. • USPS guidelines state, “The last line of the address block area must include only the complete country name (no abbreviations) written in uppercase letters.” • Example problem: CA is both California and Canada. • Ontario, CA is in San Bernardino county (California) • Ontario, CA is also a province of Canada 4

PDC 474 – Part III • Synchronize DLMS/MILSTRIP “Country and Activity” codes with Defense Security Cooperation Agency codes • DSCA has a mix of countries and funding codes within the DOD 5105.38-M Security and Assistance Manual (SAMM) Chapter 4. To avoid confusion, we are asking DSCA to drop the “country” designation from the table’s title. • The newly labeled DSCA table will: • Continue to be used for MAPAC (second and third character) using existing code values • Require no changes to DSCA business processing 5
