  3. What we will address today? • Background • “Transforming Government Procurement” • Collaboration across Government • Examples of collaboration • Issues, risks and lessons learned

Since 2000 how has Government improved its procurement capability? • Establishment of The Office of Government Commerce (OGC) in 2000 – a one stop shop central government organisation • Programme of over 1350 Gateway reviews to foster better project management and delivery • Innovative procurement tools such as E-auctions, OGC Buying Solutions and procurement cards • And most recently…………..

  5. “Transforming Government Procurement” Financial Secretary, John Healey MP, launched the document Transforming Government Procurement on 23 January 2007. This unveiled a range of public procurement reforms to equip the UK in the next decade with capability to deliver world class public services in the face of growing challenges and global competition, changing demographics and increasing pressures on natural resources

Summary of recommendations • Higher calibre OGC will deliver improved standards • Chief Executive will become professional head of Government Procurement Service • Government will focus top talent on most complex and critical procurement projects • Departments will strengthen their procurement capability • Departments will use collective buying power to drive out better value for money • New Major Projects Review Group to be established

Who is currently collaborating across Government? • Local Government through • Authorities & Councils • Regional Centres of Excellence • Professional buying organisations • Buying consortia • The Emergency Services • Government Departments including MoD • Estates management, sustainability etc high on agenda • OGC Procurement Capability Review with Departments

Examples of Local Government Procurement Buying Consortia • Central Buying Consortium – 17 City/County councils • Yorkshire Purchasing Organisation – 13 City/County councils • North Eastern Purchasing Organisation – 11 City/County councils • Eastern Shires Purchasing Organisation – 7 City/County councils • West Mercia Supplies – 4 County Councils • And many more!! • Pro5 comprising the 5 organisations above have joined forces – with a combined purchasing power of £2Bn, Pro5 will be able to offer local authorities outstanding deals in key markets.

Emergency Services • Police Information Technology Organisation (PITO) working with Police Constabularies has helped save approx £30m per annum by securing framework agreements for the purchase of vehicles/spares • Fire and Rescue Authorities (FRAs) • Firebuy created as Non Departmental Public Body in April 06 now working across English regional FRAs and local government • Firebuy working with MoD in respect of fitness equipment and very recently in respect of Thermal Imaging Cameras • Firebuy working with FRAs to bring together all respiratory protective equipment into a single project • Air Sea Rescue – MoD and MCA together provide 24 hour military and civil helicopter search and rescue (SAR) service from 12 bases around UK

  10. So what recent examples are there of collaboration between the MoD and OGDs?

Demonstrable savings & opportunities • OGC fuel card – MoD takes advantage of a 2p per litre reduction realises savings of £400k per annum to the department. • Office supplies - MoD worked with 8 other departments in the biggest ever public sector reverse auction to generate combined savings over existing spending of £100m over a four year period – MoD stands to save at least £50m. • Use of OGC Buying Solutions framework for office, mess, barrack and service family accommodation furniture. • MoD owned Framework Agreement for Technical Services (FATS) went live in Sept 07 and is available for use by all OGDs. • Investigative work being undertaken to see whether opportunities exist with respect to consultancy, temporary labour, utilities, fuels, transport and travel, food, relocation, clothing and physical development equipment, water coolers and ………….

Ongoing Maritime business • Working with the OGC and recognising the large number of departments with marine interests a “Marine Category” has been established to consider the following: • Totality of marine business • Identification of supplier matrix • Formation of Government Small Boats Forum • Future marine business across government • Currently looking at a number of collaborative opportunities: • Working with General Lighthouse Authorities on a combined requirement for marine chain cable • Working with Firebuy in respect of Thermal Imaging Cameras through use of existing Framework contract • Investigating safety survival equipment etc

Key Issues & Risks • Stakeholder management • Inertia • Physical and geographical displacement of stakeholders • Communications • Frequency of contact and meetings • Stovepiping • Specific Departmental agendas • Changing behaviours • Resources • New suppliers • Different T&Cs • Different procurement processes

Lessons Learned • Ensure full stakeholder engagement • Frequent communication if only to ensure that all parties are heading in the right direction!! • Making use of OGC Contracts database and ensuring that OGC are aware of pan Government contracts • Including all possible customers in contractual process from expressions of interest to Invitation to Tender • Be prepared to be frustrated!!
