  3. Key background factors • The energy sector produces 94% of EU CO2 & 78% of GHG emissions. • EU energy import share 50% and rising. Security of supply vital. • Estimated cost-effective final efficiency potential ~2% /year. • Savings target ESD: 1% (final )/year (9 yrs.); Green Paper: 20% by 2020 ( primary). • Many examples of individual investments (e.g. lighting) with energy savings of >50%. • Improving energy efficiency is the most cost-effective and expedient way to combat climate change and to improve security of supply.

  10. Key areas for policy instruments & measures to further improve energy efficiency and energy intensity 1. Actions to improve technical efficiency in energy supply and in energy end use with standards (MERs), regulations, voluntary agreements (supply push). 2. Actions to increase demand & lower costs for energy-efficient products & services (information, certification, labelling, procurement guidelines, EPC) critical mass (demand pull). 3. Actions to develop functioning markets for energy services & energy-efficiency (stds., internal mkt.). 4. Actions promoting stable investment climate (e.g. EE Action Plan & Nat. EE Action Plans, financial instruments, EPC, TPF, etc.). 5. Actions to lower transactions costs of obtaining information for consumers by labelling, certification, authorisation.
