Timing is pertinent; current technology needs being identified, mobilization of support and networks • Need to be part of development planning process to ensure implementation; requires broader scope • Need to be ‘tailored’ eg specific to sectors, regions • Need outcomes based solutions • Need to find financial incentives and funding for the ‘package’; not a piecemeal approach Key Messages
