  2. What is a census? • Biggest statistical exercise in a country • Complete enumeration of all units • HC – count of all housing units • info on housing conditions • PC – count of popn and key characteristics at a specific date • - A snapshot of the population

  3. Objectives & uses of census • For policy development and planning • To provide data for small areas • To determine future demands for schools, hospitals, roads, etc • For estimation of grants to local authorities • Town and country planning • For estimating manpower supply

  4. Census taking in Mauritius • First complete census in 1735 • Census 2011 18th census for isl of Mauritius 8th census for Rodrigues

  5. 2011 census • Coverage islands of Mauritius, Rodrigues, Agalega and St Brandon • Dates Housing Census: 31 Jan to 19 June 2011 Population Census: Census night of 3-4 July

  6. Preparatory phase • Cartographic mapping for 4,000 EAs (Rod = 100) • Pilot Census in September 2010 • HC regulations gazetted in October 2010 • PC regulations gazetted in April 2011 • Shortlist questions – P & R for HPC - users’ needs

  7. New questions – HC 2011 • Solar water heater, water pump, air conditioner and RCD • Average monthly household expenditure • ICT facilities • Kitchen garden • Agricultural holdings of household members

  8. New questions – PC 2011 • National Identity Card (NIC) number • Whether living continuously in the country for 12 months • Reasons for household members to live abroad • Country of origin of forefathers

  9. Enumeration phase • Data collection through paper questionnaires • HC – enumerate buildings, housing units and households • PC – enumerate all persons present on census night

  10. Post enumeration • Data capture through scanning and recognition technology • Computer assisted coding • Tabulation • Dissemination on print-publications and on website

  11. Resources • Budget of Rs200 million Rodrigues : Rs 6 million • Field staff : 7,400 Rodrigues : 270 • Questionnaires: 700,000 Rodrigues : 30,000

  12. Challenges • Recruitment of field staff • Field work – harsh and difficult terrain • Development and testing of systems to support data capture through scanning and recognition • Printing, storage, distribution and return of questionnaires • Dissemination of relevant materials
