About the Housing LIN • Policy Implementation: to support policy and practice to deliver care closer to home agenda • Key priorities: extra care programme, telecare, national strategy on housing for an ageing society • Building capacity and capability: information, advice and tools on new markets for commissioners and providers • Looking at outcomes: new opportunities for older people and vulnerable people • Delivery mechanism: network partners

What type of services do older people want? • those that are personable and meet their whole needs not just sickness and crisis response • offer genuine choice and control • support people to remain independent in safe and caring communities i.e., floating support, telecare and role of carers • are delivered as near to their homes as possible i.e., advice and information, handyperson services • are age friendly and better designed for “liveability” and lifetime neighbourhoods • are joined up so that people don’t have to struggle to find their way through the system

What type of partnerships do older people want? • Customer based - evidence demonstrating positive practice by providers and commissioners of housing for older people • Partnerships - picture of good links between housing and the health and well-being agendas:- practice/service based strategic links – eg (meaningful) inclusion of HIAs, extra care and related services in local strategies for older or other vulnerable people • Better understand – of housing and housing related care and support services for older people that meets their needs and aspirations

What type of partnerships do older people want? • Better outcomes – that reflect the importance of good safe housing conditions for health and wellbeing • Closer integration - housing and related services are very largely commissioned/funded by local authorities – only few examples of CCG involvement. HWB still relatively new • Investment opportunities – Work with local community to explore inward investment eg personal equity, public subsidy/grants (PFI credits, ECH grant, DFGs, HC affordable housing programme, social enterprise, rental/sale streams etc)

  6. Partnerships: a confusing language? • Joint working • Collaboration • Integration • Partnership working • Cooperation • Coproduction • Alignment • Whole system • holistic

Latest policy development: The Care Bill Promoting integration on care and support with health services etc.(1) A local authority must exercise its functions under this Part with a view toensuring the integration of care and support provision with health provisionand health-related provision where it considers that this would—(a) promote the well-being of adults in its area with needs for care andsupport and the well-being of carers in its area,(b) contribute to the prevention or delay of the development by adults inits area of needs for care and support or the development by carers inits area of needs for support, or(c) improve the quality of care and support for adults, and of support forcarers, provided in its area (including the outcomes that are achievedfrom such provision).

Latest policy development: The Care Bill Co-operating generally (1) A local authority must co-operate with each of its relevant partners, and each relevant partner must co-operate with the authority, in the exercise of— (a) their respective functions relating to adults with needs for care and support, (b) their respective functions relating to carers, and (c) functions of theirs the exercise of which is relevant to functions referred to in paragraph (a) or (b).

  9. What does partnership mean for you? • do you understand the needs and aspirations of existing residents and how best to partner with them to address local housing options? • have you taken into account major policy changes and impact on capital and revenue eg Care Bill? • how plugged in are you to local partnerships at a corporate level, especially with housing, health and social care?
