Statement of the Problem • ICT Revolution changes in the lives of people and nations around the world • Those without the capacity for or a access to technologies run the risk of not just being marginalized but completely bypassed • The digital divide may leave many developing nations far behind

Objectives (Artical 2) • Promote cooperation to develop, strengthen and enhance the competitiveness of the ICT sector in ASEAN; • Promote cooperation to reduce the digital divide within individual ASEAN Member States and amongst ASEAN Member States; • Promote cooperation between the public and private sectors in realizing e-ASEAN; and • Promote the liberalization of trade in ICT products, ICT services and investments to support the e-ASEAN initiative

Coverage • Facilitate the establishment of ASEAN Information Infrastructure • Facilitate the growth of electronic commerce in ASEAN • Promote and facilitate the liberalization of trade in ICT products, ICT services and of investment in support of the e-ASEAN initiative • Promote and facilitate investments in the production of ICT products and the provision of ICT services • Develop an e-Society in ASEAN and capacity building to reduce the digital divide within individual ASEAN Member States and amongst Member States • Promote the use of ICT applications in the delivery of government services (e-Government)

  10. ASE AN Information Infrastructure Link ASEAN with other major ICT efforts in the region and in the world, such as the Asia-Pacific Information Infrastructure and the Global Information Infrastructure

  11. Liberalization of ICT Products, Services and Investment. • ASEAN countries will eliminate duties and non-tariff barriers on intra-ASEAN trade in ICT products. • ASEAN will conclude MRA covering ICT products. • Open ICT sector to investments by ASEAN investors based on NT.

Electronic Commerce • Adoption of laws and policies based on international norms. • Establishment of a system of mutual recognition of digital signatures, consumer protection, e-Payment system, IPRs and taxation issues. • Certification Authority Forum has been organized to look into cross-border certification. • ISP Forum: explore ways of promoting the more efficient flow of Internet traffic.

  19. E-Government • Cyberlaw Training Workshop for legislators government counsels and judges of CLMU (UP, Philippines)

Progress of the e-ASEAN Initiative • Formation of ASEAN Regional Internet Exchange (ARIX) and ASEAN ISP Association (ARISPA) • Publication of a Common Reference Framework for e-Commerce Legal Infrastructure • Establishment of an e-ASEAN CA Forum by the private sector • Launching of policy framework on electronic transaction payments and settlements • Offers in ICT service sectors in the Third Package of Service Liberalization (1999-2001) • Tariff liberalization on ICT products by member countries (2,111 ICT products) • Sectoral MRA for Electrical and Electronic has been signed on April 2002.
