Dear Friends:

We invite you to join us in our nation’s capital for the 2013 Annual Conference and General Meeting. We hope that as many delegates as possible will be accompanied by their spouses or partners since we have arranged a fun and picturesque canal cruise, friendly hospitality, and great local cuisine.

This is your official information and registration package for three days of fun filled learning and meetings. Please complete the attached registration form and return it along with your fee by Friday, May 3, 2013. Cancellations will be permitted up to 5:00 PM EDT on May 9th. Unfortunately, after that date we will not be able to provide a refund of the fee; however substitutions are welcome.

Annual General Meeting

This annual meeting is an opportunity for CCC to gather its members

together and to report on events, undertakings and accomplishments of the

past year. It is also a time to formally receive committee reports, elect

new board members and to transact items of business which are legally

required of us as an association.

resilience of individuals and the ability to leverage skills and knowledge with

others in a team environment where organizations truly learn to excel. The

solutions aren’t difficult, if you are prepared to view from a new perspective.

This session will examine a structured approach to government relations

processes and basic strategies. The ability to see through a “political lens”

will help participants more comprehensively frame the public policy landscape.

Young Consumers’ Financial Socialization: Reflections and Data

Consumer education includes personal finance education which is a crucial life skill in our society. Consumer socialization begins very early in life, earlier than many people think. However, studies show that young people have a rather low level of consumer competence particularly in personal finances. Nevertheless, parents, peers, media, formal education and some practices seem to affect different dimensions of the competence. For instance, parents are identified as the most important consumer and personal finance socialization agent and affect mostly the attitude dimension. Formal financial education appears to positively influence the level of knowledge in personal finance. This presentation will describe a portrait of the young consumers with regard to dimensions of credit and debt, consumer and financial competence and education. The role of parents and educators will be emphasized and young peoples’ perceptions of the interesting sources of consumer education will be discussed.

Outcome Evaluation: An overview and an example

Outcome evaluation is a vital component in today’s world for not-for-profit organizations.  It’s not sufficient any longer to include just the number of clients served and their satisfaction with the service.  Outcomes in particular assist funders in understanding the value to the consumer who receives services.  In credit counselling, we can better understand this value through analysis of specific program results.  Outcome evaluation is a complex undertaking but one that is essential not only for funders but for the improvement of programs and services.   

This session will provide the basic components of program evaluation and an introduction to FCAC’s analysis of outcome evaluation methodologies and how they chose their model.  In addition, the session will delve into the Agency’s 2012-2013 pilot assessment to test their chosen outcome evaluation methodology.  Phase 1 of the pilot project was completed March 31,2013 and involved the delivery of Financial Basics workshops throughout Canada to over 1000 participants.   FCAC staff will share resulting outcomes of the workshops delivered in Phase I, including CCC members’ experiences, and outline Phase II activities and milestones. 

Mandatory Counselling Evaluation Results and Direction – Office of the Superintendent of Bankruptcy (OSB)

In 2012 the Office of the Superintendent of Bankruptcy (OSB) undertook a comprehensive review of the mandatory counselling which falls under the Bankruptcy and Insolvency Act. The Industry Canada Audit and Evaluation Branch carried out an evaluation study, including individual interviews and surveys to capture stakeholders’ perceptions about the process. Ginette Trahan will provide an overview of the findings and highlights of the OSB action plan further to the evaluation report.
