What we all know about statistics training • Effective statistical training builds capacity • Especially capacity to change • Training needs to be relevant and practical • Change also requires good subject knowledge • Gap exists between training and practice • Return to the office; revert to existing practices • Training critical in high turnover sectors • National Accounts prime example Name of the presentation

EC emphasis on statistical training • Training has economies of scale – natural regional focus. • Regional focus confirmed by Consensus • 1990s direct support to statistics training institutions: COMSTAT, EASTC Tanzania: • Francophone centres in Côte d’Ivoire, Cameroun, Sénégal (since 1995) • Lusophone: education in Portugal + PalopStat Name of the presentation

Outcomes of EC interventions • Statistics seen as good numeric background • Central banks, private sector recruit graduates • Salaries, career prospects poor → no NSI recruitment • No link supply – demand of statisticians • Training centres dependent on external funds • No means to determine demand for various types of training Name of the presentation

  5. SADC Regional Training Programme • Demand based programme • Regional short courses • National in-service training development • Training of trainers • Low priority (until now) for university level • NSIs analyse their demand for training Name of the presentation

Decision tool to prioritise training demand • NSS analysis: • from demand for statistics - NSDS • through human resources needs • to demand for different types of training • E.g. university level, professional short courses • Training centre analysis: • Demand from own-country NSS • Demand from regional NSSs • Non-NSS demand , e.g. private sector • Supply: constraints / minimum efficient size • Clear information for management decision Name of the presentation
