Rural development planaxis 2 Focussing on “big fish” • According to the National Strategy • It’s up to farmers to be both competitive and take positive action in maintaining nature and landscape Three main measures in NL-outline: • Agri environmental scemes • LFA’s • Natura 2000 (high value nature farming) No EU co-financing asked for other measures

Agri environmental scemes • RDP 2000-2006 is a complex system in the Netherlands (packages of measures that fit to environmental goals) • Agreement with the EC about a more flexibel system by developing a catalogue of concrete measures • Making a simple modulair system bases on EU regulation and chapters in the RD-regulation • Module and catalogue should be enough to make the suitable arrangements with farmers

  3. Cross compliance • Implementation in national regulation • “Level playing field” • Many organisations in regulation responsible for control, inspection and auditing • Therefore building a national network around one inspectorate body which collects all data • one national paying agency to decide about payments and possible reductions

  4. Perspective (“DREAM”) • One integrated permission to develop business according to regulation • Based on national regulation within the scope of the cross compliance demands • Control is simple and centralised to one inspectorate body in combination wint one paying agency
