  2. Review of Implementation of MDMS in Kerala(Primary + Upper Primary)(1.4.2017 to 31.03.2018) Part-I Ministry of HRD, Govt. of India

Best Practices • E-transfer of funds for cooking cost, honorarium to CCH and cost of food grain • Balance of first installment released in June along with ad-hoc release from State share. • Additional contribution by State in Cooking Cost, honorarium to CCH and Transportation Charges from State Share. • Egg and Milk (150 ml) given once and twice a week by State.. • LPG provided in all schools • 6321 kitchen-cum-stores constructed in convergence. • Local Self Government Institutions, Non-Governmental Organizations, Charitable Trusts, City Corporations in Thiruvanathapuram, Kollam & Calicut and some PTAs provide breakfast to children in 3000 schools.

  4. Best Practices • Multiple tap hand washing facility available in all schools. • Kitchen Gardens set up in 6127 (50%) schools. • Tasting of Food by Teachers, SMC Members and Mother PTA in all schools. • Mid-Day Meal Committee, consisting of Mother PTA, Parents of SC/ST children, Ward Members, Head of Institution and Teacher’s representative, manages, monitor and supervise MDMS. • 25,69,096 (97%) students enrolled under Aadhar. • 5 kg rice given to children from State resources during the Onam festival vacations.

  5. Issues • Less coverage of 14 working days in Upper Primary. • Construction of 3031 Kitchen cum stores yet to start. • Less reporting under AMS. • Social Audit yet to start in Wayanad & Kozikhode.. • Water filtration facilities available in 1585 (13%) schools only. • 14 food samples found below norms after testing out of 460. • Grievance Redressal Mechanism Committee at State Level not constituted. • Mismatch in the data under AWP&B 2018-19 and MIS for Cooking cost, Cook-cum-helpers engaged, honorarium to CCH , LPG

  6. Innovations etc. • It is proposed that the States and UTs may also be given flexibility to utilize, with prior approval of MHRD, 5% of their Annual Work Plan & Budget for new interventions provided they are not included under any of the Central or State Schemes and there is no overlapping of activities. This is subject to CCEA approval. • Some of the suggested innovation may be in the field of Water filters, kitchen gardens, provision of LPG connections, use of millets etc. These are only illustrative and not exhaustive. • Community participation. • Meetings of District committee headed by Dist. Collector.

Proposal for Additional Cook-cum-Helpers The State has revised its norms for engagement of cook-cum-helpers from 1 cook-cum-helper for enrolment up to 500 to 1 cook-cum-helper for enrolment up to 250. One additional cook-cum-helper would be engaged in the schools if its enrolment increases by 250.
