  1. Wi ARES/RACES Organizational Philosophy • Wisconsin ARES/RACES uses an organized management structure to: • Enhance communications from the section to the local level and back. • Provide an organized command & control structure compatible with ICS. • Ensure continuity between the local, district, and section levels.

  2. Wi ARES/RACES Organization – The SEC • Appointed by and reports to the elected Section Manager. • Appoints District ECs and local ECs. • Top perch allows for best strategic view of statewide EmComm landscape.

  3. Wi ARES/RACESOrganization – The ASEC Staff • Provide advice and input to the SEC. • Proximity to the SEC allows for direct supervision by the SEC. • Depth of responsibilities requires excellent view of the horizon.

  4. Wi ARES/RACESOrganization – The DEC Staff • Coordinates training and organization of local EC’s. • Makes local decisions in the absence of, or in cooperation with, the SEC. • Mid-Perch location allows for strategic overview of their district and input from section staff.

  5. Wi ARES/RACESOrganization – The EC Staff • Establishes working relationships with served agencies at the local level. • Recruits and trains ARES members through meetings, and exercises. • Their perch below the DEC provides for local overview and for receipt of district and section supervision.

  6. Wi ARES/RACESOrganization – The Gang of AECs • Produce maximum work and receive maximum input, guidance and assistance. • Unsung heroes of the ARES/RACES organization. • Lowest perch signifies critical position as the roots of the organization.
