  2. Constitutional Convention: • Convention – Meeting • Constitution - Rules • Shay’s Rebellion showed gov’t was weak. • In Summer of 1787, 12 states sent 55 representatives to Philadelphia, PA (then the capital) • Goal: Revise the Articles of Confederation (AoC)

  4. Problems: • Too difficult to make decisions under Articles of Confederation [AoC] – 9 of 13 states had to agree • Small states did not trust big states Rhode Island

  5. Two Plans: • Virginia Plan: Legislature based on a state’s population (more people = more votes in Congress) • New Jersey Plan: Each state would have the same number of votes in Congress

  6. Great Compromise: • Compromise - Each person gives something up • Created a bicameral(two house) legislature • Senate – each state gets 2 votes • House of Representatives [HoR] – states get votes based on population • Senate + HoR must agree to create new laws

  7. Three Fifths Compromise: • Northern states argued slaves were not citizens, and should not be part of a state’s population • Southern states did not trust Northern states on slavery • Compromise – each slave counted as 3/5’s a person, this affected the HoR
