Model Application • Using SERPM v6.02 with 2030 analysis year • “Locking” the person trip table • Using the person trip table input to mode choice from the baseline alternative (1a) for all other alternatives • Entire model is run for baseline alternative • Only necessary components are run for all other alternatives (except additional runs for Alternative 1D)

Other Assumptions • The price of gasoline is broadly included in the auto operating cost, which is computed on a cost per mile basis • The model assumes that the auto operating cost does not increase over and above the inflation rate through 2030 • Transit fares have been modified slightly reflect changes to existing fare structures, except for PalmTran-to-BCT transfers that assume a unified fare

Modeling Transit • Travel forecasting models are sensitive mainly to Operatingand Service characteristics: • Provider : Routing, Stops, Speed, Service frequency, and Fare Structure • Users : travel time, wait time, out-of-pocket cost, and transfers • Other characteristics, such as perceived safety, station/stop amenities and reliability are accounted for in the model, but it is not directly sensitive to them • E.g., improving “perceived safety” will not increase ridership

Transit Speed Assumptions • All transit service will be mixed-flow unless operating in exclusive transit lanes • Transit speeds in mixed-flow lanes are a function of the auto speed • Transit speeds in exclusive transit lanes are computed using average speeds for local service and equations in motion with an allowance for signal pre-emption for limited-stop services

Transit Fares • Propose to adjust SERPM 2030 fares so that they reflect current values • BCT one-way fare from $1.00 to $1.50 • BCT pass from $2.50 to $2.36 • PalmTran one-way fare from $1.25 to $1.50 • PalmTran pass from $3.00 to $3.50 • Assume no fare difference between services on exclusive ROW and in mixed-flow

  25. Transit Network Assumptions • Based on the 2030 LRTP transit networks • Modifications for cross county service integration: • Coordinate transit service between northern Broward and southern Palm Beach Counties • Provide service in “Wedge” area
