Policy analysis imperative To provide advice to the MHET on request and proactively. 2013/14 • Role and status of tuition centres. • Draft Regulations - National Institute for the Humanities and Social Sciences. • Draft Policy on Student Housing at Public Universities. • Draft Higher Education and Training Information Policy. 2014/15 • Undergraduate degree/diploma structure. • Governance challenges, including role of Independent Assessor and Administrator as intervention mechanisms.

  7. 2. Manage the HEQSF and standards in HE To develop and manage the HEQSF, including the alignment of existing higher education programmes with the requirements of the HEQSF. 2013/14 • Alignment of remaining Category A programmes finalised – in total 5,381 programmes aligned. 2014/15 • Processing and evaluation of Category B programmes (i.e. less than 50% change) and Category C programmes (i.e. more than 50% change) which will either be revised and submitted as new programmes or phased-out.

  8. To develop and implement policy, criteria and standards for the development, registration and publication of qualifications 2013/14 • Pilot standards development – Bachelor of Social Work; MBA; LL.B 2014/15 • Continuation of pilots. • Initiation of pilots in engineering. • Currently in discussion with pharmacy, nursing and the built environment. • Release of pilot standards for public comment. • Conference/colloquium on standards development.

  9. To maintain a database of learner achievements in higher education and to submit the data to the National Learner Records Database (NLRD), which is maintained by SAQA 2013/14 • Ongoing submission of student enrolment and achievement data to NLRD. • Development of comprehensive information system to enable monitoring trends in private HE, including comparative analysis with public HE; in conjunction with DHET, SAQA and private providers. 2014/15 • Ongoing submission of student enrolment and achievement data to NLRD. • Systems development.

  10. 3. Quality Assurance development To audit the quality assurance mechanisms of higher education institutions. 2013/14 • Ongoing: assessment and approval of institutional improvement plans. • Consultation on and finalisation of draft quality enhancement framework. 2014/15: • Ongoing: assessment and approval of institutional improvement plans. • Launch and implementation of Quality Enhancement Project. • Submission of institutional baseline data on four focus areas for phase one of the QEP: - Academics as teachers. - Student support and development. - Learning environment. - Enrolment management. • Analysis of Institutional baseline data.

  11. To accredit new programmes submitted by public and private higher education institutions and to re-accredit existing programmes offered by private higher education institutions. 2013/14 • Routine accreditation and re-accreditation processes, including site visits – 429 new programmes submitted. • Accreditation of programmes to be offered by the two new universities. 2014/15 • Routine accreditation and re-accreditation processes, including site visits.

  12. To undertake national reviews of programmes in specific subject fields and qualification levels offered by public and private higher education institutions 2013/14 • Implementation of national review of Bachelor of Social Work. 2014/15 • Finalisation of national review of Bachelor of Social Work. • Release of Report on the State of the Bachelor of Social Work. • Preparation for national review of LL.B – in discussion stage.

  13. To promote quality and to develop capacity and understanding of the role of quality assurance in improving quality in higher education at both the systemic and institutional levels 2014/15 • Ongoing QA forums. • Ongoing CHE-HELTASA Teaching Excellence Awards. • Ongoing training of evaluators for accreditation and HEQSF alignment process, as well as peer panels for national reviews.

  14. 4. Enabling organisational climate To ensure the development of human resources management environment that enables staff to develop their full potential. To ensure that financial, administration and supply chain management is compliant with the requirements of the PFMA, relevant Treasury regulations and laws. • Ongoing – review of policies and procedures, including moving to electronic systems; staff training and development.
