Composition of NWGs • We have proposed that the National Working Groups (NWG), comprising predominantly technical experts, will carry outanalyses of the situation on: • maritime transport and port operations in the respective countries in terms of • maritime safety, security and pollution prevention. • Each NWG will produce a document every six months stating findings, conclusions and solutions/recommendations to improve the situation of the analysed fields In association with Ramboll, Milieu & Tethys

First results of Ukrainian NWG • The first NWG was held at the time of the presentation of the draft training plan for the SASEPOL project (March 2010 -9 persons including KE 2 and NKE on VIMSAS) • An Action Plan was issued. • Comments on the training plan proposed by John Ostergaard were considered as important. • As the chairman of the WG I have not received any practical comments on this training plan. I suppose that the training plan was perfect for Ukraine as a beneficiary country In association with Ramboll, Milieu & Tethys

  5. 2nd Ukrainian NWG • The second working group on the 12th of September was well attended • The agenda was very busy and the attendees promised to comment • An Action Plan was issued with 6 items concerning: • Comments on the N/RWG TOR defining the activities of the group! • Comments on the results of the PSC assessment carried out by our expert and comments on the solutions proposed by him • Comments on the PWM situation and solutions proposed by the expert • Comments on the new IMO circular which consists of guidelines for the security training of the port personnel (all personnel including dock workers and commercial administrative people) • Discussion on elements to share during the RWG in BRUSSELS • Planning of the next NWG • A report is under way (translated in Russian as well) In association with Ramboll, Milieu & Tethys

A personal comment • It is never nice to receive criticisms but when they are used constructively (as they are accompanied by recommendations) to improve the situation, they have to be welcomed. • In any way this is our task • So even if we suggest to designate ODESSA as the best practice port for PSC activities, this does not mean that these activities are conducted perfectly and do not need any improvement!   7. First Azerbaidjanais NWG • Was held in Baku the 17th of September 2010 at the TRACECA permanent secretariat • Our NC has, I guess, some propositions for us • The Action Plan will be included in the report. • For me this NWG was really interesting and profitable • I will propose some of these items discussed at BAKU in the Regional Action Plan In association with Ramboll, Milieu & Tethys

  8. 1st Kazakhstan NWG • Was held last week before the course on Maritime Administration • We got some discussion going despite the fact that representatives from the Ministry of Transport were absent • Thankfully the National TRACECA Secretary made a clear statement on his involvement in the work of the group • We had representatives of ship-owners in the working group, including one from an offshore service company, as guests. This was very positive given that KAZAKHSTAN has a very ambitious project of increasing the production of its offshore and oil transport industry which means a greater need for ships, crews and offshore personnel. • The future course on the adaptation of the offshore industry to the Marine Regulation System has been announced and welcomed as well as the course on Implementation of STCW and specific courses for the trainers on oil, gas and chemical tankers as well as the crews on ferry ship in view also of the MOS project. Working group of Georgia • Nino our national coordinator and Captain Pata will comment on the Georgian situation • I am waiting for their report and I will comment later, but • I can already say that Georgia is ready to take part in the Regional Action Plan in order to improve the different sectors of its maritime industry In association with Ramboll, Milieu & Tethys

Turkmenistan’s NWG • The official working group meeting has not been held yet • This will be done soon as soon as the meeting and visa arrangement are be solved • Last February I went to TURKMENBASHI and I met some future members of the group for informal works and discussion on their local problems and my feeling was that there is a will to cooperate strongly with the project.. • as the are very impatient to learn from us and the other countries • I admit we are late in this country, but I hope the conditions are now better and we will work in an efficient manner to improve the situation in TURKMENISTAN when it is needed In association with Ramboll, Milieu & Tethys

Conclusion • As the KE in charge of these working groups, I confirm that the will of the direct beneficiaries starts to appear • Anyway, the objectives of the working groups system or process need to be clarified a bit and I will propose some guidelines • Guidelines to make the NWGs « working » within the aim of providing a Regional Action Plan able to improve the situation in the Black Sea and the Caspian Sea • To be the best possible fully complete plan, we of course will need the participation of the non-direct countries of the present project • We have invited them and we will propose for them to create their own SASEPOL national working group and so participate as part of our system and related actions for the benefit of the region which they are part of.
