Analysis of the current situation • There is the devalying of the quality of the conditions of the educational process, of that developmental environment that presupposes the natural transition from the traditional “Ideology of the duty” to the “ideology of the right” • There is worsening of health, physical and psychological security, guarantee to observe the rights of a child for the individual development • Comparative educational standards, their analysis and conclusions (PISA 2002, 2004, 2006)

  4. Overall objective: • The Purpose of the project is to improve the organization of the educational process through the development of models that guarantee conditions conducive to learning and individual development of each child.

  5. Purpose of the project: • To develop the system of the management of the conditions of the educational process at a secondary school, that will provide rights and guarantees to all the participants. To build a practical model of the school environment of collaboration between students, teachers and parents “Safe School”

  6. Specific objectives • 1. To study the existing conditions and practices relating to student welfare issues, including a study of the best Finnish and other Russian regions’ practices and specification how these can be adopted to the local circumstances. • Outcome:- a model for continuous monitoring and evaluation of the quality of student welfare services • -introduction of the necessary norms and standards for the organization of the educational process and educational environment in the municipal and regional legislation in order to guarantee safe conditions for the individual child’s development

Project objectives 2.To pilot various models of promoting better organization of the educational process and of improving the educational environment in order to guarantee a safe environment for the pupils. Outcome:varied models of the “Safe School”: School of Rights, School of Cooperation, School of Health and others.

  8. Expected outcomes • Trained specialists who will have responsibility for the management of the quality of learning conditions and student welfare services at the school level. Prepared educational programs and guidelines for the school managers to be incorporated in In-Service training programmes.

  9. Steps and content of the activity (December,2008 – December,2010) 1.Expert technical tasks to study and project the directions of the models (December, 2008) 2. Study in pilot schools (January – April, 2009) 3. Projecting of the models (May, 2009). Seminar 4.Development of the varied project models (October, 2009) . Study visit of the pilots to Finland 5.Implementation of the main directions of project models in pilot schools: expert consulting, support, trainings and workshops on the local models (through May, 2009) 6. Reports of the pilot schools, first draft of the publication (October, 2010) 7. Publication of the project materials, legal initiatives and recommendations 8 Dissemination conference (December, 2010)

Step 1 • Legal framework study • Sociological study • Quality evaluation: expert evaluation of the educational environment of the child’s development Outcome:problem analysis of the educational environment; school system of the quality standards; package of tests, questioneers, interviews to be used for different directions of the index.

  11. Security index • Indicators characterising the state of the educational environment and necessary conditions and guarantees of the individual child’s development

Individual development program • System ofpedagogical conditions that guarantee the success of a child in each sphere of his/her educational activities • On the basis of studying and testing his/her individual peculiarities, abilities and gifts Is implemented through the annual individual learning plan

  16. Rights for the individual development • Children’s rights • Physical, psychological, intellectual, art, emotional and social development • Right for the individual personified learning program and individual pedagogical support
