NSRP Mission Manage and focus national shipbuilding and ship repair research & development funding on technologies and processes that will: • Reduce the total ownership cost of ships for the U.S. Navy, other national security customers and the commercial sector • Develop and leverage best commercial and naval practices to improve the efficiency of the U.S. shipbuilding and ship repair industry Provide a collaborative framework to improve shipbuilding-related technical and business processes.

Project No Cost Extensions Executive Control Board focused on reducing NCEs Consequences of an NCE: Delayed Program Invoicing Increased Administrative Costs for Contract Modifications Adverse effect on Program Expenditure Rates vs Navy Comptroller Benchmarks NCEs should be the EXCEPTION, not the rule

Project No Cost Extensions • Moving Forward: • Increased ECB awareness of NCEs • Increased scrutiny of SOW/POP alignment • Identify issues EARLY – All potential delays must be included in Quarterly Reports • Report any potential issues to ATI Project Manager and PTR as soon as identified • Develop and Implement Recovery Plan • Include documentation of all recovery efforts completed or implemented with NCE request
