    1. Side Impact Protection in the United States National Highway Traffic Safety Administration December 2004 This is a joint presentation from NHTSA’s Office of Rulemaking and Applied Research. First, I will lead-off with a brief overview of the recent Rulemaking history with FMVSS No. 214, our side impact protection standard, and a status of where we are with respect to the upgrade of FMVSS No. 214. Page 3 of 10 FMVSS No. 214 Upgrade Goals: Improve head impact protection Provide side impact protection for small female occupants Intermediate Outcomes: Side curtains as countermeasure Harmonization of European adult male test dummy and injury criteria This brings us to the MRT decisions. The MRT decided that: 1. Proceed expediently, but not in ways that could be harmful. 2. Develop a NPRM that: a. Upgrades the 50th% male dummy. Propose both the SID-H3 and the ES-2 dummies, seek comments on which would be preferable, and indicate intent to adopt only one in the final rule. Both dummies would be proposed along with their relevant injury measures (i.e., SID-H3 ~ head, chest acc'l, pelvis; ES-2 ~ head, chest deflection, abdomen, pelvis). ES-2 will be proposed in it's current design state, with a backplate loading limit criterion being developed by NRD. b. Indicates our intent of possibly having both a 5th and 50th dummy in the standard and seek comments. We would propose to use just the HIC reading off the SID-IIS, until research can address the other issues with the SID-IIs. c. Mandates a pole test. Both the existing 201 perpendicular and the NRD 75 deg oblique pole tests will be proposed, seek comments on both alternatives, and indicate intent to adopt only one in the final rule. 3. MDB to be determined at a later time. May be more applicable to compatibility. Should consider incorporation of load cells. Need further data analysis to determine appropriate bumper/hood height, stiffness, etc. Rulemaking will proceed with development of the RSP. This brings us to the MRT decisions.
