  1. SRS/NC/VA Meeting February 17, 2012 John Pemberton, Forest Inventory Coordinator Issues: Growth & Drain in northern North Carolina & Southside VA Forest Products Tax on In-Woods Chipping “Recoverable” Biomass Estimates

  2. Growth & Drain Issue in northern North Carolina & Southside VA VA Southern Piedmont removals exceeded growth for softwood, 2010 Occurring during the recession MWV Lanworth Study FORISK analysis – 30+ current and proposed facilities Procurement circles ignore state lines

  3. Net Annual Growth & Removals Status, 2010

  4. Study Proposal NCFS & VDOF Staff: - Define Geographic boundaries - Filters (Private Ownership, operability, sensitivity to tract size e.g., >5 acs, >10 ac., >20 acs., etc SRS-FIA staff: create SQL code and generate outputs

  5. Outputs/Products • Tabular data for : hardwood/softwood net growth, removals, total volume, forest type acres, age class distribution…(others?) • Run for several periods to develop trend lines: NC 2002, 2007, 2009, 2010, 2011, future years? VA 2001, 2005, 2006, 2007, 2008, 2009, 2010, 2011, future years? -Mining data, nothing new collected

  6. Other Issues • Forest Products Tax/Severance Tax on In-Woods Chipping • Paid by Pulp/Paper Mills. • Destination is biomass power plant, pellet operation, etc? • “Recoverable” Biomass Estimates • Use of FIA TPO section “Felled Tree Studies” – develop estimates of residual biomass on harvested sites. • “60% Recovery” rule – is this still realistic? How much to leave for ecological integrity of the site?
