Updates to Environmental Justice Procedures for Camden and Newark Communities

Recent modifications to Environmental Justice (EJ) procedures have been implemented for facilities in Camden Waterfront South and the Ironbound Section of Newark. Local stakeholders will receive notifications for specific applications, including those subject to a State of the Art review or related to facilities of particular interest. The SOP is being revised to notify stakeholders about applications from new facilities. Additionally, the USEPA has issued interim guidance on considering EJ in action development. Stakeholders can access the guidance and provide feedback online.

MODIFICATIONS TO ENVIRONMENTAL JUSTICE (EJ) PROCEDURES • SOP have been developed for facilities in Camden Waterfront South and the Ironbound Section of Newark • Local stakeholders are currently notified when the following types of applications are submitted: • Those subject to a State of the Art review • Those from facilities which a stakeholder has expressed a particular interest in • The SOP is being modified to inform local stakeholders when an application is submitted by a NEW facility

USEPA INTERIM EJ GUIDANCE • In July, the USEPA issued “Interim Guidance on Considering Environmental Justice During the Development of an Action” • Interim Guidance can be accessed at http://www.epa.gov/environmentaljustice/resources/policy/ej-rulemaking.html • Website also allows comments to be submitted on the Interim Guidance

USEPA INTERIM EJ GUIDANCE • Department still reviewing the Interim Guidance • Forward any comments made to USEPA or any question to Alan Willinger Alan.Willinger@dep.state.nj.us • USEPA is assessing and developing quantitative analytical tools and methodologies for assessing impacts on EJ communities
