Participatory Budgeting =Using Budget as entry point for Governance in local communities!!!!!! • South Kivu PB stakeholders: South Kivu Provincial government, 8 pilot local government (LG) and South Kivu civil society (SKCSO) • Results: • Provincial level • Starting FY11, New budget regulation imposing participatory budgetingprocess on ALL SK LG. • Higher tax retrocessionfrom provincial to local government. • Strong appropriationfrom provincial government and civil society of South Kivu: bi-partisan committee preparing a PB law. • Local communities: • Training in Public Finance: LG start challenging –and wining – tax revenues from municipal authority. • Building coalition that works between LG and SCO: 1st public budget vote of local community History. • Using ICT to drive inclusivity, and participation: Text Message Dissemination, reporting back of public vote through text Messages And first beta text message vote in DRC.
