  11. Raise Quality Of P-member Participation • Originally – Vote Is Only Hard Requirement • Rubber Stamp Votes • Typically 50% Of P-members Vote Yes Automatically • New! Vote + Plenary Or Expert Participation To Be P-member • Must Attend Plenary OR Appoint Experts • Still Must Vote (Less Rubber Stamp?) • Co Will Automatically Change To O-member If You Fail To Do So

Procedures For Doing The Work • Trial Underway – 3 Month CDV Voting • Currently 3 Tc’s • Review In February 2012 • New Work Item Proposal Process Broken • 3 Separate “Clocks” Track From NP Approval Until FDIS Submission To CO • Work Developed In Wg’s And Then Launched As NP / Project • No Way To Seek / Identify New Players Or SME Who May Be Interested • Public Visibility Is After The Fact • SMB Will Address This Issue
