To decide on methodological-technical issues it is desirable to address: Acknowledge that in a world of huge supply of indicators, what is the value added and the attractiveness of the HDI: Will more data and more solid indicators make the difference? Is the HDI really helping for improved policy? Should we also focus on the use of statistics for improving development Comments on Foster

HDI (measurement) Can be improved technically Has already gone a long way in promoting transparency, accountability, etc. It´s time to go from measurement to assuring that there is an impact on final outcomes Too often governments “use” the HDI for enhancing their legitimacy, but not necessarily for improving policy New challenge: + The HDI in the era of technology with unlimited access to data should continue to fine tune its measurement, but it must take a further step to enhance its use for improving policy Policy makers that take the HDI seriously, ask : what can I do to improve Human Development? The HID does not provide an answer
