Foundation of Skills Development in South Africa National Qualifications Framework (NQF) Objectives • Create an integrated national framework for learning achievements • Facilitate access to and mobility and progression within education, training and career paths • Enhance the quality of education and training • Accelerate the redress of past unfair discrimination in education, training and employment opportunities • Contribute to the full personal development of each learner and the social and economic development of the nation at large Legislation • SAQA Act of 1995 • NQF Act 67 of 2008 (repealed the SAQA Act) • Amended Skills Development Act 37 of 2008 Other Policy Documents supporting South African Development Agenda • Human Resource Development Strategy (HRD-SA): • National Skills Development Strategy III

  5. Communities of Expert Practice “group of practitioners currently in the occupation”. The Community of Expert Practice Comprises of the following: • the Captains of Industry (practitioners), i.e. people that are deemed to be the experts in terms of knowledge and understanding of what a specific occupation entails; • training providers that traditionally have been involved in providing learning opportunities associated with the occupation; • employers that require the specific occupation in their value chain.; • Labour Unions; and • Regulators

Professionalisation • South African Qualifications Authority (SAQA) will recognize statutory and non-statutory professional bodies for the purposes of the NQF. • Professional designations from recognized professional bodies will also be registered on the NQF by SAQA. • NQF ACT 67 of 2008 • NSDSIII (Code of Decent Conduct and PIVOTAL Programmes) • HRD-SA (economic and political imperatives of reducing unemployment and poverty, while fostering growth and international competitiveness) • SAQA prepared and disseminated A document for Public Comments, titled: “Draft Policy and Criteria for the Recognition of Professional Bodies and Registration of Professional Designations.”

Responsibilities Registered Professional Bodies • Advance the objectives of the NQF • Promote public understanding of, and trust in, professions through the establishment of a nationally regulated system for the recognition of professional bodies and for registration of professional designations • Encourage social responsibility and accountability within the professions relating to professional services communities and individuals. • Promote pride in association for all professions, including traditional trades and occupations. • Promote the protection of the public by professional bodies from malpractice related to the fulfillment of the professional duties and responsibilities of professionals registered with them. • Encourage international best practice for all professions in South Africa, including continuing professional development. • Facilitate access to, and analysis of, data related to professions, including traditional trades and occupations for the purposes and use as prescribed by the NQF Act. • Support the development of a national career advice system

SSETA Support The SSETA embraced Change by funding and facilitating the following: • Organizing the CEP , its associated Management Committee and providing direct interface with the Quality Chamber Board. • Piloting the development of Occupational Qualifications following the QCTO Model - Goods Receiving Inspector - Quality Management System Auditor • Profiling Occupations and Updating the OFO • Supporting SSETA member companies in utilizing the OFO in their business processes. • Developing Professional Designations and establishing a Professional Body for the Quality Industry. • Facilitating International Reciprocity and Benchmarking of the Professional Designations.
