Option 3: Increase Existing Infrastructure Capacity • An alternative to expensive new highway construction is the implementation of strategies that promote more efficient utilization of transportation infrastructures. • Simple: • More people per vehicle (carpool, bus) • Smaller vehicles (motorcycles) • Narrow lanes
