Overview - LUMDING DIVISION • Largest Division of Northeast Frontier Railway • Functioning w.e.f 01.05.1969 • Serves 6 (six) North Eastern states: ASSAM,TRIPURA,NAGALAND, MANIPUR , MIZORAM & MEGHALAYA.

BEST PRACTICES • Zero cash payment. • 100% bank payment to staff where bank facilities available. • Closure of payoffice & redeployment of pay clerks. • Surrender of RPF ESCORT. • New initiative for opening of pan cards • Outsourcing of non-core activities.
BEST PRACTICES • Lifting of cash by banks from major stations. • Man power planning in post gauge conversion scenario. • Expedious finalization of earning contracts • Periodical meetings of barach officers to watch booking under controlable Pus • Drives taken for generation pf scrap.
BEST PRACTICES • Review of station cleaning imprest where mechanised cleaning is in operation. • Review & closure of contracts without any financial repercussions on either side. • Workshops being organised to provide basic knowledge to Doctors for handling works contract.
BEST PRACTICES • Regular punctuality meeting • Average punctuality of Trains B.G = 92% M.G = 58% • Regular discussion with siding owners for payment of siding charges, cost of staff claims & fsc charges. • Selection of nodal stations for collection & remittance of cash from nearby stations.
Innovations • Provided parameters & logics for computation of various allowances in PRIME AllowanceInput required TA No of days KMA Kilometer earned OTA Duty hours NDA Hours of duty • CMS application (Crew lobby) connected to IT Centre for retrieval of monthly transaction data on KMA, ALK, AMA, NDA, OTA of Crews for charging through salary bills in PRIME.
Innovations • Incorporated logics for calculation of various allowances in Supplementary bills Module of PRIME and fetching already drawn position for computation of arrears. • All Arrear Bills viz. MACP, Re-fixation of Pay (incremental benefits), Arrear OTA, Arrear ALK (25% enhancement), Arrear NDA etc prepared on Supplementary Module of PRIME
Innovations • Decentralisation of data entry on PRIME against present centralised system of data-entry at LMG & GHY. • Remote Clients (users at the field level) be connected to centralised PRIME database through browsers on web enabled data-entry Forms compiled with developer suit 10g. • Oracle Internet Application Server acts as an interface for web migration. • Estimated Annual savings worth Rs 10 lakh.
