Project OverviewLyn Carpenter Executive Director Environment, Lesiure and Residents Services • Letting of a concession contract for access and use of the ducting within the council owned CCTV asset infrastructure • Successful bidder will be granted through a concessionary agreement access to the ducting component with a view to marketing and commercialising the asset • An income stream will be generated • Seeking a partner or partners who will commercialise our ducting asset • We welcome consortia bids • The integrity of the network will be paramount • There is no public money • The Council will not be an anchor tenancy

Project Overview Our mutual aim • The Council to be an enabler and to support the key strategic aspirations of the Council: • To deliver maximum return on our assets • To ensure the integrity of our ducting asset • To generate an income stream for the Council • Is commercially viable and sustainable for both parties • Is a long term partnership

8. Technical OverviewAndy Stocker, CCTV Development Manager What do we have? • 15 kilometres of duct • Draw pits every 40 to 50 metres • Solely used for CCTV data transmission over fibre • Nodes • Hand off • Expansion plans

9. Technical Overview Duct specification • Compliance with BS EN 50086: normal duty impact resistance • Manufactured in polyethylene with excellent impact resistance at low temperatures • Twin wall service ducting – Purple • Size OD 110mm ID 94mm

10. Technical Overview Pit specification • Pits installed vary from plastic twin wall liners to brick constructed, in varying sizes of 300mm x 300mm, 450mm x 450mm and 450mm x 600mm. • Pit lids vary from IDS plastic cover, metal slide and recessed lids to suit paving.

Procurement approachRobert Hillman, H&F Procurement Consultant • H&F is seeking to achieve best value from this process • Will seek to engage with the market through a concession contract , ie exempt from OJEU (Public Contracts Regulations 2006) • Adopting principles of open, fair and transparent procurement, open to all applicants across Europe, so issuing a voluntary OJEU notice • Commitment to the timetable is key; seeking to avoid slow, bureaucratic processes • Dialogue will take place during the Invitation to Tender stage to provide you with a chance to understand the opportunity better and how we could potentially work together in partnership • Following dialogue we will issue a call for Final Tenders
