WG Capacity Building & Data Democracy ( WGCapD )

WGCapD aims to raise awareness of the value of Earth observation (EO) and build capacity in user communities through support in locating and accessing data, targeted training workshops, expert lecturers, collaboration with GEO and UN agencies, and coordination of capacity building resources.

Working Group for Capacity Building and Data Democracy (WGCapD) • Raise awareness of the value of EO and build capacity in user communities, by providing • Support to locate and access data, products, and tools • Targeted training workshops • Expert lecturers to support training activities of other stakeholders • Support CEOS initiatives and help WGs and VCs undertake their own capacity building initiatives • E.g. guidance on best practices • Collaborate with GEO, UNOOSA, and other UN agencies • Bring out the benefits of EO tools and services • Help to collect, coordinate, and synergize capacity building resources • Provide expertise to support their efforts in workshops, symposia, and conferences

CB-21-2019-2: Link WGCapDjointly offered training and individual agency training sites (Q3) • CEOS Plenary 2018 endorsed implementation of training calendar used also by EUMETSAT, VLab and WMO Global Campus • Benefits • Training activities will be available on a standardized calendar with consistent information • Training participants will be able to more easily find, participate, and learn from our training activities to use Earth observations for their needs • Pilot calendar development underway – 3 pilots by DLR, NASA, and SEO for WGCapD WGCapD Capacity Building Infrastructure (CB-21)

WGCapD-8 Annual Meeting • IIRS, Dehradun, IndiaMarch 06th – 08th, 2019 Example Calendar: VLab Example Calendar: EUMETSAT WGCapD Training Calendar http://trainingevents.eumetsat.int/ One shared training calendar for WGCapD to be hosted by CEOS with similar calendars hosted on NASA, DLR, and others’ websites that will feed the WGCapD calendar. Follows the approach developed by EUMETSAT and their training activities, as well as by the WMO/CGMS VLab training network and by WMO’s on-line learning platform WMO Learn. https://www.wmo-sat.info/vlab/calendar-of-events/

WGCapD-8 Annual Meeting • IIRS, Dehradun, IndiaMarch 06th – 08th, 2019 POC: Lauren Childs-Gleason: Lauren.M.Childs@nasa.gov Progress & Upcoming Activities RECENT • Compiled master list of fields used by EUMETSAT, VLab, and WMO Learn calendars; evaluated, discussed & finalized fields list (compiled list + additions) • Compiled test dataset of future trainings IN-PROGRESS • Exploring user interface options • Finalizing development schedule FUTURE • Coordinate with EUMETSAT to learn their system and process • Build by July 18th • Share; beta test; collect feedback; refine • Launch calendar on CEOS website by Sept 30th

CB-21: Explore future options for providing portal-based access to capacity building and training resources (Q4 2020) • GEOCab portal linked to GEOSS portal no longer on line • Originally designed to provide information that helped users become more familiar with EO applications and opportunities, including capacity building resources • Funds were not found to enable sustainable operation • WGCapD: resources on INPE learning Center linked to CEOS WGCapD page http://ceos.org/ourwork/workinggroups/wgcapd/ • Action in progress to make one WGCapD page that points to each agency’s training resources, e.g. NASA ARSET • WMO Global Campus Library Catalogue is being implemented in PMB • PMB is a fully featured open sourceintegrated library system. It is continuously developed and maintained by the French company PMB Services • Learning from WMO’s experience, & would appreciate WGISS advice WGCapD Capacity Building Infrastructure (CB-21)

FDA-5: With growing interest in Future Data Architectures, WGCapD will identify ways of promoting the use of Future Data Architectures and organizeoutreach capacity building activities for end users and decision makers (e.g. webinars, workshops, etc). (Q3) • WGISS Technology subgroup co-chairs to serve as liaison to WGCapD • WGCapD will support WGISS in their development of a series of awareness-level (1 hour?) webinars targeting potential users of FDA technologies. • Potential topics include: • Analysis Ready Data and CARD4L • Exploitation and Application Platforms • Data cubes • Data and Information Access Services (DIAS’s) • WGCapD will share webinar best practices and share training opportunities to those previously trained through the WGCapD World distribution list. • POC: Kent Ross: kenton.w.ross@nasa.gov • Participating in WGISS-47 to plan next steps WGCapD Capacity Building Infrastructure (FDA-5)
