  2. Partnership Intermediate Agreement - Statutory authority is Title 15 U.S.C. Section 3715 - PIA is a contract or memorandum of understanding between a federal lab and an entity known as a partnership intermediary PIA provides for the partnership intermediary to perform services for the federal laboratory that increase the likelihood of success in the conduct of cooperative or joint activities with small business firms, institutions of higher education, or educational institutions. What is a PIA?

Partnership intermediary is defined in terms of the organization’s “structure and function” Structure: - An agency of a state or local government, or - A nonprofit entity owned, operated and funded in whole or in part by, or charted by state or local government Function: - Assist, counsel, advise, evaluate, or cooperate with small business firms, institutions of higher education Appropriate Partnership Intermediary Organizations

THREAT CONTAINMENT UNIT Objective: Rapidly commercialize and transition TCU technology for commercial and DoD applications Benefits: • Decreased disruption of airport operations (est. cost of $15K/min.) • Increased protection of airport employees and air travelers Technology:The TCU is a trailered threat containment unit designed to safely transport a suspected explosive package away from an airport terminal with minimal disruption. The TCU has been designed to mitigate the effects of an explosion to protect the public and emergency responders. Participants: • Invented by NSWC – Carderock Division • Prototyped and tested by Aberdeen PG • Developed under FAA/TSA sponsorship • Technology marketing by FirstLink Status: • Licensed to Nabco, Inc. with FirstLink assistance. Being commercialized for civilian and DoD use.

  12. SOLID WASTE MANAGEMENTTECHNOLOGIES Objective: Develop an approach to the City of Wrangell and SE Alaska’s solid waste management issues. Technology: The US Navy’s Environmental Quality Division has developed waste mitigation technologies for all shipboard waste streams. Benefits: Wrangell is provided with a cost effective solution to meet solid waste management needs. The Navy benefits from integration and operation of technologies for future applications on Navy ships and to support deployed military ground forces. Products:Land-based waste reduction systems and potential new products. Participants: NAVSEA, Carderock Division City and Borough of Wrangell, Alaska SpringBoard (PIA) Status: CRADA signed March, 2009
