  7. Why the gender insensitivity? • Lack of gender capacities • Gender an ADD ON rather than INTEGRAL • Inadequate GDD • No robust gender audit and monitoring mechanisms

  8. Operational Methodology • Acknowledgement of gender differences • Mapping the gender terrain – benchmark indicators • Design of a gender sensitive MIS/ integrate in IMF

  9. What are we measuring? • Financial Monitoring: budgets vs expenditures per activity or per budget line (GENDER BUDGET) • Activity/Physical Progress Monitoring: compare quantitative/numerical progress of implementation of activities against target. (GDD)

  10. …measuring… • Output Monitoring: the numeric and descriptive results (GDD AND QUALITATIVE ANALYSIS) • Impact Assessment: Evaluation (Gender impacts: EMPOWERMENT, EQUALITY & EQUITY)

  11. Concluding Remarks • Gender sensitive indicators are thus front-line instruments for assessing how well and by how much transport interventions promote women’s empowerment, gender equality and equity.
