Ireland – The boadband push • The key elements of the 2002 Broadband Action Plan are: • Step1: The construction of high-speed fibre-optic rings linking the key business districts in 19 towns and cities across the country (€ 64 Mio.) • Step2: Connecting 88 towns of 1,500+ population to broadband with Community Broadband Exchanges and strategic fibre optic metropolitan area networks (€ 140 Mio.)

Ireland – The implementation • State of the activities • All network construction is now underway and are expected to be operational in mid-2004 to end 2005 • When completed, a neutral Management Services Entity (MSE) that will provide open access to the networks, on a cost basis, to broadband service providers, will manage the networks. The MSE will manage, maintain and operate these networks on behalf of the State. • e-net as a private company has taken the role of the MSE • e-net is a wholly owned Irish Company based in Limerick and was established by Michael Tiernan in 2000 to address the issue of the lack of broadband in the Regions. Following a comprehensive tendering process by the Department of Communications Marine and Natural Resources, e-net was selected in 2004 as the Managed Service Entity (MSE) for the State's regional broadband infrastructure

  5. ConnectMaster@e-net-the project • Scope of the projects: • Importing the As built Data for 20 MAN‘s into an NDS (ConnectMaster) • Documentation in Excel files • Drawings in Autocad Format based on exact definition of as built data through the Govnmt.

  6. ConnectMaster@e-net-the project • Definition of the Databasedesign • Conversion to a new naming during dataimport • Development of Conversion-, Analyzer- and Importprograms • Development of Graphic conversion Tool • Definition of libraries • Training and Consulting for Systemimplementation

Course of the project/Experience • August 2004 : • Award of contract • Definition of datamodel • September2004: • Detailanalysis of the basedata • Development of the data analyzers/-importers • Configuration of graphic import tool • October 2004: • First import cycle • Due to first experience completely new definition of process • November2004-January2005 • Optimisation of import cycle, elimination of errors, identificationof exceptions

Course of the project/Experience • February 2005: • First complete import of the first MAN • Start with 4 new MAN‘s • State: • Automatic error recognition/correction during import as optmised as possible • Still 2-3 correction cycles before final import necessary • Time for the import was totally underestimated. Original goal was September 04 • Reason for delay is the quality of source data • This could only be validated and analyzed after the first data import! Only the database logic and the match with the graphic data could detect the inconsistencies. Impossible to validate the excel sheets before!

The project for e-net • Migration of 20 MAN (Metropolitan Area Network) from DXF to ConnectMaster/MapInfo • For each MAN there is an Excel file and dxf data available • Goal: Combine the two datasources into one application -> ConnectMaster • Similar project as for BT (Germany) GmbH & Co, München (2002)
