Background and rationale • UNDP BRC facilitating regional network of practitioners from ACAs since 2006 • ACAs facing many similar challenges • both specific (AC-related) challenges, as well as general capacity issues characteristic to public institutions in the region • regional cooperation can help address capacity gaps • UNDP COs increasingly involved with ACAs • several newly established ACAs • no unified, systematic approach to strengthen ACAs… • …while UNDP has fairly elaborate CD approach that integrates past lessons from development interventions, also flexible / customizable • Idea: • provide more unified programming guidance and tools to COs • …while integrating UNDP’s CD approach (looking at functional and technical capacities) and tailoring it to ACAs

Toolkit – Scope & Limitations • Focus on preventive ACAs • linkages to UNDP’s PAR and Governance programming • also in view of complementarities and partnerships, e.g. with UNODC • recognize diversity of AC institutional arrangements • starts from what’s on the ground, not from an ideal model • Looks at ACAs in the administrative environment where they operate • post-communist countries (coordination challenges, politicization / clientelim, capacity gaps, low civil service salaries…) • not just mandates/legislation, but also actual practice • Practical (not prescriptive) • this toolkit is NOT a final release, will be a living product, to grow and improve in the future to reflect a learning process • to be constantly revisited after practical testing and validated with stakeholders • to hopefully become a structured way to capture experience from the ground and translate it into better guidance for programming

Toolkit - Structure • Overview of ACAs in the region • typologies and variations • insertion into the overall administrative environment • Capacity Assessment methodology for ACAs • UNDP’s CA framework tailored for ACAs • with concrete examples • (not an external assessment, not a compliance approach) • covers most typical functions performed by ACAs, NOT all corruption prevention functions as per UNCAC ch.II • Case studies on programming in support of ACAs • with both positive and negative lessons • part to be expanded in the future
