Urban Actions and Cultural Tourism in 2000-2006 • Structural Funds: • Objective 1: “promoting the development and structural adjustment of regions whose development is lagging behind” • Objective 2: “supporting the economic and social conversion of areas facing structural difficulties” • URBAN II • URBACT • Urban Audit • INTERREG, LEADER+, EQUAL, Actions innovatrices • Cohesion Fund:investments in urban infrastructure • Actions in other Community Programmes (Research, Environment, Transport, Culture etc.)

Example of a URBACT network on Culture and Tourism • URBACT Culture: Cultural activities & creative industries, a driving force for urban regeneration • Leader: Lille (F) – 16 partners • Objective: Exchanging good practices, experience on how cultural activities can play a part in social integration, physical renewal, economic redevelopment, in regeneration integrated approach

New Cohesion policy for 2007-2013 A New architecture for more growth and jobs EU Budget for Cohesion Policy, 2007-2013 308 billion € Regulations for Cohesion policy adopted on the 11th of July 2006 : General Regulation, ERDF, ESF, Cohesion fund, EGCT Convergence Objective : 81,54% (ERDF, ESF, Cohesion Fund) Competitiveness and Employment Objective : 15,95% (ERDF, ESF) Territorial cooperation: 2,52% (ERDF)

Cultural Tourism in the Cohesion Policy for 2007-2013 Eligible actions 1/Convergence Regions - article 4, ERDF Regulation: Research and innovation, Information society, environment, transport, energy Art.4§6 : Promotion of sustainable tourism Art.4§7: Investments in culture, including protection, promotion and preservation of cultural heritage; development of cultural infrastructure; more innovative cultural services

Eligible actions 2/ Competitiveness and Employment Regions – article 5, ERDF Regulation : • Research and innovation, environment, sustainable transport – infrastructure projects are not eligible • Art.5 § 2. f : Protection and enhancement of the natural and culturalheritage in support of socio-economic development and the promotion of natural and cultural assets as potential for the development of sustainable tourism

Eligible actions Article 8, ERDF Regulation: the « URBAN » acquis • Possibility to adopt an integrated and sustainable urban development plan to tackle the high concentration of economic, environmental and social problems affecting urban areas • In addition to the already mentioned themes, selected thematic actions included in an urban development plan may also be co-financed

Cohesion Policy and Cities: the Urban contribution to Growth and Jobs in the Regions Communication adopted by the Commission on the13th of July 2006, COM(2006) 385: 50 concrete recommandations • To inspire the national, regional and local authorities as they develop the urban dimension of both NSRFs and OPs • The communication concerns « towns » and « cities » • The proposals for actions cover a large number of areas and reflect the possibilities for intervention by the Structural Funds

Cohesion Policy and Cities: the Urban contribution to Growth and Jobs in the Regions • Culture : • makes cities more attractive: visitors, qualified workers, enterprises • strengthens the image of the city, local pride and identity • Plays an important role in the social integration • including cultural tourism, is a rapidly growing industry

The Interregional Cooperation on Urban development, 2007-2013URBACT II Programme, 2007-2013 • Including the broad objectives in Lisbon and Goteborg: growth and jobs • The mainstreaming of integrated urban policies • The extended participation to other cities • To develop capacity building of urban policy makers • Capitalisation and dissemination Calendar: Approbation of the programme URBACT II: 1st trimester 2007

Urban Development interservice group • Created in December 2005, 3th meeting in June 2006 • Led by DG REGIO • Objectives: • Coordination and synergies between all EU policies concerned with urban development • Relationship with the partners (EP, local authorities…) • DGs participating: REGIO, COMP, EAC, EMPL, ENV, ENTR, INFSO, JLS, RTD, TREN • Work programme: • Elaboration of a Guide on the Urban dimension of the EU policies, 2007-2013 • Regions for Economic change: on-going reflexion • Follow-up of the urban dimension in the programming documents
