This module guides you through the process of managing the quality assurance of Data Development Tasks for a study project area. Only authenticated users with a NSP QA Task Lead, Study Project Administrator, and Independent QA Task Lead role can manage quality assurance of Data Development Tasks. Training manual users will find workflow and role diagrams throughout the modules. Web-based users, may click on the “View Workflow” and “View Role” buttons to see where you are in the workflow and role descriptions with associated organization types. Validate Content Submission (No Audit) MANAGE QUALITY ASSURANCE Once a Data Development Task is completed, the “Validate Content Submission” task will be sent to the NSP QA Task Lead to validate the content. The purpose of this task is to ensure that the mapping partner has submitted a complete package. There are two different Validate Content Submission screens. If Independent QA was neither funded nor planned for the task, the validate screen appears with an option for the NSP to perform an audit. If Independent QA was required, the screen appears without the option to audit (as shown here). Reminder: Online Help content provides assistance to users and is available throughout the MIP. Manage Quality Assurance ROLE: NSP QA Task Lead Description of Role: Responsible for validating content submissions, auditing submissions (if appropriate), and storing submissions. Also responsible for independent QA of mapping products. Organization Type: ModRMC, ModHQ QA01 Validate Content Submission Decideif the task passes or fails validation If the task passes, the project moves forward to: Indep QA (QA02) if funded for QA Authorize indep QA (QA00) if planned for QA Audit (QA03) if selected during validate Store (QA04) if neither indep QA nor audit is required If the task fails, the project goes back to the data development task for rework. Validate Content Submission (No Audit) MANAGE QUALITY ASSURANCE For a multiple area project, a specific task (e.g. Acquire Base Map) may have many areas associated with the task that are completed at different times. Because the areas can be completed at different times, each area goes through the QA process separately. The result is that several instances of the same Data Development Task may appear on your Work Item List for Validate Content. Throughout this module the role performing the activity and a numerical or descriptive identifier for the screen are displayed in bold on the bottom left and right hand corners of the screen shot to the right.   4. Validate Content Submission (No Audit) MANAGE QUALITY ASSURANCE Fill out the checklist and enter the date the content was received. Caution: Certification that the submittal adheres to guidelines and specifications, data capture standards, or validation of the datums and projection will only be performed if the NSP Task Lead role is currently funded to perform those activities. Independent QA occurs in the next workflow step. If the submittal is complete, select “yes” to validate submission. This will route the task to the Independent QA Task Lead, or to the Study Project Administrator to authorize Independent QA (if the QA had been planned). If the submittal is incomplete, select “no” to send the task back to the Data Development Task lead for rework. After the rework is complete, the task will return to be validated again. Validate Content Submission (Audit) MANAGE QUALITY ASSURANCE Once a Data Development Task is completed, the “Validate Content Submission” task will be sent to the NSP QA Task Lead to validate the content. The purpose of this task is to ensure that the mapping partner has submitted a complete package. If Independent QA was neither funded nor planned for the task, the validate screen appears with an option for the NSP to perform an audit (as shown). Note: Clicking the Save Work button will save the data a user has entered; however, a user can not save a screen that is only partially completed. NSP QA Task Lead QA01 with Audit

  6. Validate Content Submission (Audit) MANAGE QUALITY ASSURANCE Fill out the checklist and enter the date the content was received. Caution: Certification that the submittal adheres to guidelines and specifications, data capture standards, or validation of the datums and projection will only be performed if the NSP Task Lead role is currently funded to perform those activities. Independent QA occurs in the next workflow step. Check “Audit Required” to audit the task. The “Audit Data Development” task will then appear on your Work Item List (provided the content is validated). Determine whether the task will count toward national metrics. At the present time, only fully digital, countywide mapping projects meet national metrics. QA01 with Audit NSP QA Task Lead

  7. Validate Content Submission (Audit) MANAGE QUALITY ASSURANCE If the submittal is complete, click “yes” to validate submission. This will route the task to your Work Item List for an audit (if audit is required) or to Store Content. If the submittal is incomplete, select “no” to send the task back to the Data Development Task lead for rework (whether or not you have required an audit). After the rework is complete, the task will return to be validated again. Important Note: If you want to send the task directly to audit, you must indicate “yes” for “Validate Content Submission” and check “Audit Required.” For all study workflow tasks, there will be a Review screen (where all task information entered can be reviewed) and a Complete Task screen.   8. Authorize Independent QA MANAGE QUALITY ASSURANCE After a Data Development Task with required Independent QA is completed and passes validation, it proceeds to Independent QA. If Independent QA was planned during “Obligate Project Funds” or “Authorize Planned Data Development Task,” the Study Project Administrator will need to authorize it. To authorize Independent QA, select the type of organization (e.g. CTP) and the organization performing the QA task. Correct selection of “Organization Type” and “Organization Name” ensures the QA task is routed to the Work Item List of all potential Independent QA Task lead(s) of that organization. Manage Quality Assurance ROLE: Study Project Administrator Description of Role: Responsible for initiating new projects (i.e., entering all required information about project geography, responsible organization, cost, and schedule) and updating the cost and schedule information throughout the project. Organization Type: Same org that completed SM01. ModRMC, ModHQ, FEMARegion, or FEMA HQ could register to do this task.   9. Authorize Independent QA MANAGE QUALITY ASSURANCE Study Project Administrator QA00 Enter the baseline “Start Date” and “End Date,” and “Cost” information, for the Independent QA Task. The contract information is not tied to any MIP functionality but it will appear in the reports. All Data Development Tasks (and associated QA) need to be completed for an area prior to making a preliminary map.

Perform Independent QA/QC MANAGE QUALITY ASSURANCE The intent of Independent QA/QC reviews is to reasonably verify that the analyses and other mapping activities are performed and that the products generated during a flood map project meet the requirements of the Guidelines and Specifications and the mapping partner’s contract. Your progress on the Independent QA task should be updated on the last day of each month or as required by your contract. Enter the actual cost of the QA task to date and the physical percent complete. Enter the reporting date for “As of.” Manage Quality Assurance ROLE: Independent QA Task Lead Description of Role: Responsible for performing Independent QA on data development tasks. Note the person assigned to this role would be able to claim any independent QA activity for a data development task (Base Map, Field Survey, Topography, Hydrology, Hydraulics, Coastal, DFIRM Database, Alluvial Fan, Floodplain Mapping, and Re-Delineation.) Organization Type: Assigned Indep QA Org. Any org type could register to do this task. QA02 Independent QA Decideif the task passes or fails independent QA. If the task passes, the project moves forward to Store Content (QA04) If the task fails, the project goes back to the data development task for rework.   11. Perform Independent QA/QC MANAGE QUALITY ASSURANCE Independent QA Task Lead QA02 Note: 100% complete is a valid entry on this screen. For a progress update only, select “Save Work.” If your Independent QA task is completed for the specific area select “Continue.” Caution: Be sure that all of your QA work is complete before completing the QA task. If you continue and click “Complete Task,” the task will be sent to the next workflow step regardless of the percent complete entered.

Perform Independent QA/QC MANAGE QUALITY ASSURANCE Independent QA Task Lead QA02 When the Data Development Task passes QA, select “Approve” and type any comments in the free text field provided. The task will then be sent to the NSP QA Task Lead to store the content. If the task fails QA, select “Reject” and add any comments. The task (and associated comments) will be sent to the Data Development Task lead for rework. After the rework is complete the task will return to be validated again and then return to Independent QA.

  13. Audit Submission MANAGE QUALITY ASSURANCE The “Audit Submission” task will be routed to the NSP QA Task Lead if an audit was required during Validate Content. The option for the NSP to audit only occurs if Independent QA is neither funded nor planned. If the Data Development Task passes the audit, select “Approve” and the task will be sent to your Work Item List to store the content. If the task fails the audit, select “Reject.” The task will be sent to the Data Development Task lead for rework. After the rework is complete the task will return to be validated again, with the option for another audit. MANAGE QUALITY ASSURANCE Store Content NSP QA Task Lead QA04 After the Data Development Task has been validated, passed Independent QA (if required), or passed the audit (if required), the NSP QA Task Lead will store the content of the submittal. Certify that the digital content has been stored on the NSP file structure, and type any comments in the space provided.
