    1. Ministry of Environmental Protection, Physical Planning and Construction MINISTARSTVO ZAŠTITE OKOLIŠA, PROSTORNOG UREŠENJA I GRADITELJSTVA 1

    2. Ministry of Environmental Protection, Physical Planning and Construction MINISTARSTVO ZAŠTITE OKOLIŠA, PROSTORNOG UREŠENJA I GRADITELJSTVA 2 NATIONAL STRATEGY IN CROATIA Strategic goals of Government of Croatia: PROTECTION OF ENVIRONMENT AND SPACE IN FURTHER DEVELOPMENT PROGRAMMES – SUSTAINABLE DEVELOPMENT Modern system of physical planning and monitoring of activities in space Sustainable tourism development in line with natural preservation of costal zone

    3. Ministry of Environmental Protection, Physical Planning and Construction MINISTARSTVO ZAŠTITE OKOLIŠA, PROSTORNOG UREŠENJA I GRADITELJSTVA 3 ENVIRONMENT The most of activities in environmental protection last 15 years, especially in recent years : - National Environmental Protection Strategy in 2002. - National Environmental Action Plan, NEAP Waste Management Strategy 2005-2025 Waste Management Plan (july 2007) New Environmental Protection Act (sept. 2007)

    4. Ministry of Environmental Protection, Physical Planning and Construction MINISTARSTVO ZAŠTITE OKOLIŠA, PROSTORNOG UREŠENJA I GRADITELJSTVA 4 WATER RESOURCES Croatia has enough fresh water resources – mainly ground water. About 75 % of population have access to water network, Good ground water quality, mostly the natural organic and nitrate pollutants; dissolved iron and manganese. In eastern Croatia higher concentration of arsenic. In costal zone, in carts area, resources of ground water – springs and underground rivers; a high quality of fresh water, but very sensitive to the pollution. Large protected areas. That needs the mayor investment in wastewater treatment.

    5. Ministry of Environmental Protection, Physical Planning and Construction MINISTARSTVO ZAŠTITE OKOLIŠA, PROSTORNOG UREŠENJA I GRADITELJSTVA 5 ADRIATIC SEA COSTAL ZONE DEVASTATION AND PREVENTION The tourism is more and more attractive on the Adriatic coast, Great pressure for investment in the area. Building is not permitted within 100-m of the coastline Regulation on Protected Coastal Area (PCA) - development and conservation 220 areas of nature protection in PCA PCA - “all the islands and a 1.000-m wide mainland and a 300-m wide marine belt measured from the coastline”

    6. Ministry of Environmental Protection, Physical Planning and Construction MINISTARSTVO ZAŠTITE OKOLIŠA, PROSTORNOG UREŠENJA I GRADITELJSTVA 6 CLIMATE CHANGE Projects in the field of reduction of GHG emissions Energy sector: renowable energy projects. Wind, hydro, biomass, solar, geothermal. EPEEF Transportation sector – introducing bio fuels in Croatia, Energy efficiency in the construction sector is regulated by the Law on Construction and the Technical regulation on heating energy conservation and thermal protection of buildings Waste sector - use of landfill gas for electricity production ./:

    7. Ministry of Environmental Protection, Physical Planning and Construction MINISTARSTVO ZAŠTITE OKOLIŠA, PROSTORNOG UREŠENJA I GRADITELJSTVA 7 WASTE MANAGEMENT STRATEGY Establishment of an integral waste management system Remediation and closing down of landnfills Remediation of environmentally highly burdened areas with waste („hot spots“) Development of maximum 21 waste management centers Development of recycling facilities and primary selection of useful raw material from waste Through the Environmental Protection and Energy Efficiency Fond the remediation of 300 landfills (dumpsite) is organized, and is going to be finished in next two years.

    8. Ministry of Environmental Protection, Physical Planning and Construction MINISTARSTVO ZAŠTITE OKOLIŠA, PROSTORNOG UREŠENJA I GRADITELJSTVA 8 WASTE MANAGEMENT PLAN The principle of waste management system: - to reduce the waste volume through the primary selection and recycling the useful raw material (Packiging waste: plastics, glass, metals, paper, Tires, ELV, WEE, Waste oil, Bateries, etc), to reduce the rest of the volume on the landfill by the mechanical-biological treatment (MBT) - ca 30 % of today’s volume. energy use of bio-gas from landfields (greenhouse gas emission). Packaging Waste Regulation – only in two months we have cleaned up the country from PET bottles, Al-cans and glass ./.

    9. Ministry of Environmental Protection, Physical Planning and Construction MINISTARSTVO ZAŠTITE OKOLIŠA, PROSTORNOG UREŠENJA I GRADITELJSTVA 9 Sources of financing PUBLIC SOURCES State budget budgets of local and regional self-government units EU funds the EPEEF bank loans PRIVATE SOURCES private investments in WMCs (PPP, concessions, etc.) private investments in primary separation and collection of waste – recycling and collecting plants

    10. Ministry of Environmental Protection, Physical Planning and Construction MINISTARSTVO ZAŠTITE OKOLIŠA, PROSTORNOG UREŠENJA I GRADITELJSTVA 10 Financing strategy EPEEF - Environmental Protection and Energy Efficiency Fund (extra-budgetary fond)– mayor financing agency for environmental protection in Croatia Revenue generates from SO2, NOx, CO2 emission charges (energy production;motor vehicle), and Poluter-Pay-Principle charges (packiging, EE, Vehicles, Tires, Oil, Bateries . . ). PRIMARY SELECTION Polluter-Pay-Principle, through EPEEF WASTE MANAGEMENT CENTRES Public costs (Landfills, infrastructure and TS) will be financed up to 80% from EPEEF (and EU funds), and 20% by local authorities The costs of MBT plants will be financed by the private sector, within PPP

    11. Ministry of Environmental Protection, Physical Planning and Construction MINISTARSTVO ZAŠTITE OKOLIŠA, PROSTORNOG UREŠENJA I GRADITELJSTVA 11 WASTE MANAGEMENT CENTRES

    12. Ministry of Environmental Protection, Physical Planning and Construction MINISTARSTVO ZAŠTITE OKOLIŠA, PROSTORNOG UREŠENJA I GRADITELJSTVA 12 WASTE MANAGEMENT CENTRES MANAGEMENT SYSTEM
