What are the responsibilities of the SAC? • To train all staff members who will be administering the TCAP using this ppt as well as the Test Proctor ppt • SAC’s or designee must create and publish a school wide TCAP testing schedule • Communicate with school test examiners and DAC regarding any questions/concerns/needs • Code and return all test books and materials on appointed day/time PACESetters!

  4. Logistics • 3rd grade reading delivered by Feb. 14th • 3rd grade reading test Feb. 24 – March 7 • Rest of books delivered Feb. 21 • All other tests given March 3 – March 21 • No Make up window. Make ups must be scheduled during the 3 week window of March 3-21 • Procedures Manual windows (pg 10)-We are regular window for 3rd Reading, early window for all other tests

Maintaining Security Test security must be maintained: • Documented chain of custody must be maintained. • No student responses are to be recorded anywhere other than in the student book or answer book. • No cell phones, digital cameras or video cameras are permitted in the testing environment. Security

Chain of Custody p33-34 Must be maintained for all test materials. • Delivery of materials to school buildings. • All test materials must be accounted for and stored in a secure and locked location. • Security while in TCAP proctor’s possession. • All test materials must be returned to CTB. • Missing testing materials and other irregularities must be reported to SAC/DAC. • Proctors must account for and return test materials to the SAC for storage in a secure and locked location on a daily basis. • Test materials must not be stored in classrooms. Schedule • Use Accommodations lists • Use last year’s schedule or sample schedules to help the planning. • Make it clear enough for proctors to easily follow along with to ensure the correct subject/session are given on the correct days. • Reminder: No make up week this year. All make ups must be done within the 3 week window in March 3-21

  8. Administration Schedule- Pg. 17 • Two 60-minute sessions: grade 3 Reading and Writing • Two 65-minute sessions: grade 3 Math • Three 60-minute sessions: grades 4-10 Reading and Writing • Three 65-minute sessions: grades 4-10 Math

  10. District Policies-Schedule • Students must take the same session at the same time (within a building) • There is NOT a district wide testing calendar • Submit your school testing calendar to Kim Terry no later than Feb. 10th

  11. Scheduling Options - Pg. 17-22 Required that test sessions be administered in order they appear within the book. EXCEPTIONS • Math: 9th & 10th grade • Writing: session 1 (draft) and session 2 (final copy) must be scheduled on two consecutive sessions (without a weekend in between) • Transportation must be notified if any changes in scheduling occur that impact students on buses, X 28801.

Training • Read Procedures Manual in its entirety after today’s training and prior to training your building • A face to face proctor training is required by you to your building proctors prior to the start of the CSAP testing window • Use the Proctor Training ppt. provided, it includes ethics and test administration • Keep all signed confidentiality agreements onsite for all of your trained CSAP proctors

Proctors – Pg. 28 • Ratio of 30 to 1 (pg 55) • All personnel who Proctor the TCAP must be trained by the SAC • Proctors do NOT have to be licensed • No relatives in the room • Should be moving around the room • Must say the 10 minute left exactly from the proctors script (no writing it) • May write on the board (p59 and 60) • May write the start/stop times • Session #, page #, item #’s • A copy of the stop page may be posted

  14. Materials • Make sure staff who receive deliveries know when to expect CSAP green and white boxes and where to immediately store upon arrival • Create procedures for check out/in of materials before and after each testing session • Good rule of thumb--15 minute rule: Proctors should not have the tests for more than 15 minutes prior to testing or for more than 15 minutes after a testing session is complete • A test book must be turned in for every student

  15. Check-in Procedure • Packing list is in Box 1 • Check to see exact amount is present • If not, call Paulina Alvarado X28382 • Accountability & Research has all GIS & SGL forms

  16. District Policies-Materials • Tests shouldn’t be in the building more than 10 days ahead of time • Translators may review test 48 hours in advance (p.26) • Oral Scripts may be reviewed 48 hours in advance – Note it is a secured assessment and must not leave the building

  17. TCAP or CoAlt –Pg. 39 • CSAP-A decision not based on: • Category of disability • Time in special education • Program placement • CoAlt is content specific • Must be documented by IEP team • Contact Barb Rice @ x21931 if you need clarification

  18. ELL Participation • Students who are Level B can be non-participants (but most should attempt) • Students who are Level EI should attempt the test • Students who are Level I must take the test • Students who are exited must take the test

Transcribing – Pgs.61-63 & 96 • Occurs when… • Student answers in alternate format, e.g. Braille, large print, non-English written response • Copy student’s work exactly, including all errors in grammar, mechanics and spelling • Must take place in secure environment & under direction of SAC • Mark “TRANSCRIBED” across front of original test booklet • Cover all barcodes with blank labels • Return with DO NOT SCORE/UNUSED BOOKS

  20. Special Circumstances – Pg.48-51 • Center based Special Education programs • Drop-outs don’t need a book completed • Expelled (district use A-1) • Foreign exchange are NOT exempt (new last year) • GED exempt • Home-school exempt

Services • Incarcerated exempt • For previously Incarcerated • Retained or reclassified students are tested at current grade level as indicated by IC on March 1 • New students need to be tested if time allows

New or Moved Students – Pg. 52-54 • If a student completes a book, that score and book stays with the school where the student completed the book. • The only time you move books is if a student starts a test at one school and then moves to another school then the student needs to complete it at the new school. • Books should be hand-carried or FedEx’d to another school.

  23. Helpful Hints • Students should not complete the top part of the data grid • Students don’t need to look through their books just before starting to verify all pages are right • Webs for writing planning must have words or pictures

  25. Pre-coded Labels Pg.64-67 • Information for labels was pulled Jan. 15th – students enrolling after this date will not have a label • Rosters and labels arrive by ??? – Upon arrival, you will be contacted that they are in school mail. • Check for accuracy

  26. Pre Coded Labels – pg.65 • Invalid bar codes can be covered with ONE blank label and a valid bar code placed over that • Invalid bar codes can be covered with TWO blank labels, and then back of book can be bubbled

  27. Student Data Grid – Pg. 64-67 • Any changes to the top part of the student data grid invalidates the label (above the gray line, Fields 1-6) • Changes or additions may be made to one or more fields in the lower part of the data grid without invalidating the label (Fields 7-20)

  36. Prep for and return of materials • Drop off dates for 3rd grade reading • March 10-11 • Drop off dates for the rest of TCAP • Secondary returns • March 19-21 and March 31 and April1-2 • Elem. Returns • April 3-9

  37. Ensure all materials are in your custody • Count all of your booklets by grade and subject • Verify that the number of booklets in your custody matches the number you are accountable for on the district inventory sheet • This sheet will be emailed to you a few days in advance of your pick-up/drop-off • You may email Paulina Alvarado at any time to request an updated copy of the inventory sheet

Ensure all materials are in your custody • Count oral scripts • These ARE SECURED MATERIALS and must be turned in • Collect all math punch out tools-(p28) • These may NOT be kept by teachers/schools. They must all be collected and returned with your materials • Count your draft booklets • These ARE SECURED MATERIALS and must be turned in • Alpha smart and computer printouts must also be turned in

  39. Check the front of your booklets. • The front of each booklet turned in for scoring should have: • Name: Student’s First and Last Name • Teacher: Principal Name • District: 0180 • School: (Your school’s name or state number) • All should be filled in using #2 pencil • Blanks in any of these fields will slow down processing of your school.

  40. Step 1: Check the front of your booklets. • Make sure the student barcode label is placed in the appropriate area on the front of the booklet • Check to see that the barcode label is not placed crooked

  41. Guarantee Accurate Data and Scoring • Check to see that none of your booklets have been damaged-front covers only. DO NOT ERASE INSIDE OF BOOKS AT ALL! • Have any of your booklets been torn, bent or crumpled? • If so, all student work must be transcribed into a new booklet • If you have an extra label for that student place it on the new booklet. If not, completely bubble in all of the demographic information on the back of the booklet. • Don’t forget to turn in the damaged booklet with your DO NOT SCORE/UNUSED BOOKS materials

  42. Separate your materials for processing • Separate all materials by grade and subject • Within each grade and subject you will separate your materials into 3 groups • TO BE SCORED/USED BOOKS • DO NOT SCORE/UNUSED BOOKS • MOVE TO ANOTHER SCHOOL BOOKS • For example, when turning in your materials you will have 3 groups for Grade 4 Reading, 3 groups for Grade 4 Writing and 3 groups for Grade 4 Mathematics, etc.

Separate your materials for processing • Separate the TO BE SCORED BOOKS and materials into 2 groups: • All booklets with barcode labels • All booklets without barcode labels • In the DO NOT SCORE/UNUSED BOOKS goes: • All materials that contain secured items but not student work, e.g. • Oral Scripts • Unused test booklets • Braille and Large Print tests • AND…

  44. Separate your materials for processing • In the DO NOT SCORE BOOKS goes: • all materials that contain student work that are not submitted for scoring, e.g. • Completed tests that have been transcribed into new booklets • Damaged tests that have been transcribed into new booklets • Draft booklets with writing in them – used ones (Do not have to be sorted by grade/subject • MOVE TO ANOTHER SCHOOL BOOKS • all booklets and materials that move to another school
