  2. Exam Question • Explain, in detail, why some people think we should be spending more money on prisons and why some people think we should be spending less money

  3. More money is needed • Some of our prisons are old and run down and needing replaced – Barlinnie is a Victorian prison for example • Some of the overcrowded conditions people have to live in are inappropriate – cell sharing for example, serious offenders mixing with first time prisoners • If we want to rehabilitate people and cut re-offending rates we need modern facilities to do so • Our prisons are overcrowded meaning we have to release people early – If we built more prisons we wouldn’t have to do this

  4. No more money is needed • There are cuts to education budgets in Scotland just now – should we not be spending money here instead of on people who have broken the law? • More money should be spent on alternatives to custody such as CPOs and tagging as these work better than prison in rehabilitating many offenders • If we build more prisons we will just fill them up which will cost the taxpayer even more money as we will be back to overcrowded conditions very quickly (£34,000 a year to keep a person in a Scottish prison)
