R&D MANPOWER • In 2008, there was a total of 25,745 researchscientists and engineers (RSEs) and 4,605 fulltime postgraduate research students (FPGRSs) at the master degree and PhD levels. • 82% (21,117) were Singapore citizensand permanent residents (PRs), and 18% (4,628) non-PR foreign citizens • 55% (14,121) were under 35 years ofage and 86% (22,240) under 45 years of age Source: IMD World Competitiveness Yearbook 2005
