  3. Barriers to successful outcomes • Insufficient community capacity to carry forward voluntary projects • Unrealistic objectives. • Timing of planning process e.g. can make it difficult to integrate Parish Plan outcomes in some planning and decision making processes. • Outcomes don’t fit with council priorities • Lack of Funds

  4. Insufficient Capacity • Increase capacity • Use of volunteers • Following best practice from other areas • Use of toolkits for quicker production of outcomes • Look for help from other organisations e.g. Voluntary Action Leicestershire • Funding advice • Group support

  5. Unrealistic objectives. • Are they unrealistic? • Is there sufficient impetus from the community to see it through – a community building may take years to achieve. • Perhaps this should have been dealt with before the action was decided.

  6. Timing of planning process • Planning process is changing • Local plans no longer prepared • Uncertainty about the future planning process • Localism – not yet law but anticipated

  7. Outcomes don’t fitwith council priorities • Use outcomes to influence • community strategies • Local Development Framework • Influence at consultation stage – not after the document is adopted

  8. Lack of Funds • Budgetary constraints for • Parish Council • District Council • County Council • Consultation provides figures and proof of need

  9. Funding Sources • RCC funding pack • Paper and web based • www.ruralcc.org.uk • Leicestershire Funding Toolkit • http://www.fundingtoolkit.org/ • National lottery • http://www.lotteryfunding.org.uk/

  10. Funding sources • http://www.creativeleicestershire.org.uk/index/funding.htm • http://www.businesslink.gov.uk/bdotg/action/home?site=140 • Precept?

  11. Some things don’t happen overnight • New Community building may take years to achieve • Large projects – may take a long time to raise funds • Some become frustrated • Young people particularly want things now!

  12. What help do you need in the future? • Localism • More influence over planning • Referendums • Big Society • More use of volunteers • Opportunities to deliver locally
