UNFCCC Guidelines for preparation of NC • NAI shall report anthropogenic emissions by source and removal by sinks for all GHGs using comparable methodologies…. • NAI are encouraged • to apply the IPCC Good Practice Guidance taking into account need to improve transparency, consistency, comparability, completeness and accuracy in inventories • to undertake key source analyses • to describe procedures and arrangements….., information on role of institutions involved (NIS) • provide information on methodologies used , EFs,..(NIR) • use national methods and EFs where appropriate • report information on level of uncertainty

  3. UNDP NCSU Training package • Reflects requirements of UNFCCC Guidelines 17/CP8 for preparation of NC • Specifically aimed at Non-Annex I Parties • Will complement IPCC 1996 Guidelines and Good Practice Guidance 2000 & LULUCF 2003, not replace them

  4. UNDP NCSU Training package (2) • Approach is tested in 2 UNDP regional projects • Handbook – printed version • Training Slides and CD-Rom • case studies, worked examples, helpful documents, links • updated regularly • Will be distributed to inventory teams in 130 NAI countries

Objectives of Training Package • To assist NAI Parties to develop institutionalized and sustainablenational inventory systems to prepare GHG inventories • To assist Parties in efficient use of resources • To assist NAI Parties to implement decision 17/CP.8 to extent possible when preparing NC • To assist NAI Parties to implement IPCC Good Practice Guidance 2000 & LULUCF 2003

  6. Objectives of NCSU Handbook • Provide strategic, logical and sustainable approach to the inventory process • Focus on general aspects of GHG inventory quality, planning, preparation, and management • Present step-by-step approach • Reflect Non-Annex 1 context

  7. Non-Annex I Context • E.g. guidance on how to deal with missing data • Choice of methods (Tier 1, Tier 2...?) • Key Source Analysis to direct scarce resources at most important categories • Importance of documentation & archiving • Appropriate use of expert judgment

  8. Inventory Quality IndicatorsIPCC 2000 • Transparency • Consistency • Comparability • Completeness • Accuracy • Compliance (Annex 1)

Handbook content • Based on experience obtained through INC preparation • Introduces the most important and helpful general concepts of GPG in a basic way • Explains cyclical nature of inventory process • Uses “step-by-step” approach • Is applicable at different level of detail, at different status of inventory system • Clear language, examples provided by NAI experts
